High bill investigation

How do we investigate a high bill complaint with the usage review, the meter check and the field visit run in order, and the outcome and any rebill recorded?

Run the investigation as a sequence that stops as soon as the cause is found. Callvu identifies the customer and prefills the account (the bill, the read history, the interval data where the meter has it, the weather and the rate changes, the premise and the equipment on file), classifies the complaint and runs the usage review by rule (a read error, a rate or billing period change, a seasonal or weather driver, a usage change at the premise, a possible meter fault), chases the customer for what only they know (a read with a photo, new equipment, occupancy, a leak), orders a meter check or a field visit through the meter and dispatch processes where the review cannot explain the bill, holds collection on the disputed portion under the commission's rules, routes the finding to the billing review desk in the Decision Desk, and writes the outcome, the explanation and any rebill to the billing system with the customer told in writing.

The problem today

The customer was told 'it was a cold month' three times before anyone looked at the meter, which had been misread by a thousand units.

Today, without Callvu

A high bill complaint is the most common call in the winter and the summer, and the response is usually a script: the weather, the rate, the days in the period. Most of the time that is the answer. Some of the time it is a misread, a crossed meter, a failed meter, a leak or a neighbor's load, and the script sends the customer away until the next bill is higher still and the commission's complaint arrives.

The commission's service quality rules require the utility to investigate a usage complaint, to offer a meter test, to explain the result in writing and to rebill where the utility erred, with the backbilling and refund periods the tariff sets. The investigation is a sequence of checks on data the utility already holds, then questions only the customer can answer, then a field step. The sequence should stop at the first cause, not repeat the script.

A high bill explained with the data is a complaint closed; one explained with a phrase is a complaint deferred.

How it runs

From the requestto the system of record.

A customer complains that a bill is too high, in any channel. Callvu identifies them and opens the investigation on the bill.

Customer
Answers the premise questions, submits a read with a photo, and receives the written result.
Billing review desk
Decides the outcome in the Decision Desk with the findings.
Meter and field teams
Perform the meter check or the visit through their processes.
Callvu
Prefills, classifies, runs the usage review, chases, orders, holds collection, routes and writes.
  1. Prefill, classify and run the usage review

The bill, the read history with the read types (actual, estimated, customer), the interval or daily data where the meter provides it, the billing period's length, the rate and any rate change, the weather for the period against the prior year, the premise's equipment and occupancy on file and any prior investigations are prefilled; the review classifies the likely cause by rule: a read or an estimate out of line with the history, a period or rate effect, a weather effect within the expected range, a step change in usage on a date, a pattern consistent with a meter fault or a crossed meter.

  2. Chase and verify with the customer

The customer is asked what only they know, through a link: a current read with a photo of the meter, new equipment or heating changes, occupancy changes, a known leak or a running appliance, and whether the meter number on the bill matches the meter; the answers are read and checked against the data (the photo read against the billed read, the date of the equipment against the step change).

  3. Order the field step and decide

Where the review and the answers do not explain the bill, a meter check, a re-read or a field visit is ordered through the meter processes with the data attached, and the collection hold on the disputed portion is applied under the commission's rules; the billing review desk decides in the Decision Desk with the findings and only the allowed outcomes: explain and uphold with the data, rebill from a corrected read or rate, rebill from the meter test result, or refer to the billing dispute process for a formal dispute.

  4. Write back

The outcome, the explanation with the data, the rebill or the credit under the tariff's periods, the meter test result and any crossed-meter correction are written to the billing system and the CIS, the customer receives the written result with the usage explanation and the commission rights, and the premise's record is updated so the next high bill call starts from what was found.

Where it ends: The complaint was investigated on the utility's data first, the customer asked only what they alone know, the field step ordered only where needed, and the billing system holds the outcome with the explanation the customer received. The Decision Trace shows the usage review, the answers and the decision; the Audit Trace shows the chases, the orders and the notice with time.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Any channel; the customer answers and submits the photo read through a link.

The back office

The billing review desk decides on findings; meter and field teams receive orders with the data attached.

The Decision Desk

  • Every investigation goes to the billing review desk in the Decision Desk with the findings and only explain and uphold, rebill from a corrected read or rate, rebill from the test result, or refer to the formal dispute.

Questions

What buyers ask next,answered plainly.

What is reviewed first?

The utility's own data: the read history and read types, the interval data where available, the billing period, the rate, the weather against the prior year and the premise's record; most causes are found there.

When is the meter tested?

When the data and the customer's answers cannot explain the bill, through the meter test process with the data attached; the customer may also request a test under the rules.

How is a rebill computed?

Under the tariff's rules for a corrected read, a wrong rate or a meter outside tolerance, within the backbilling and refund periods, written to billing with the explanation.
