Budget billing enrollment
How do we enroll a customer in budget billing with eligibility checked, the levelized amount shown and accepted, and the plan written to billing?
Compute the plan from the account's history and let the customer accept it on a screen. Callvu prefills the account (the usage and billing history, the balance, the rate, the eligibility conditions in the tariff), checks eligibility by rule (an account in good standing or within the tariff's allowance, enough history or an estimate for a new premise, no exclusions), computes the levelized monthly amount under the tariff's method with the review and true-up rules, shows the customer the amount, the review schedule and what happens at settlement in plain terms, captures the acceptance, routes an ineligible account that asks for an exception to the billing desk in the Decision Desk, and writes the plan with its start bill and review dates to the billing system.

The problem today
The customer thought the budget amount was the bill, and the settlement month arrived with a balance nobody had explained.
Budget billing smooths the seasonal swings of a utility bill, and its disappointments are predictable: a customer enrolled by an agent without the explanation that the amount is reviewed and trued up, a plan started on an account in arrears the tariff excludes, a levelized amount computed from a partial year, a settlement month that produces a shock and a complaint to the commission.
The tariff sets the plan: who is eligible, how the amount is computed (twelve months of usage at current rates, or an estimate for a new premise), when it is reviewed and adjusted, how the true-up is settled, and what removes a customer from the plan. The amount is a computation on the account's history; the explanation is the customer's right; the acceptance is the record.
A budget plan accepted with the review and true-up understood is a plan that survives its settlement month.
How it runs
From the requestto the system of record.
A customer asks to enroll in budget billing, or an eligible customer accepts an offer, online, in the app, by call or through an AI assistant. Callvu identifies them and opens the enrollment.
- Customer
- Sees the amount and the terms and accepts on a screen.
- Agent
- Sends the link on a call and sees status.
- Billing desk
- Decides exceptions in the Decision Desk.
- Callvu
- Prefills, checks eligibility, computes, presents, captures acceptance, routes and writes.
Prefill and check eligibility
The account's usage and billing history, the balance and arrears, the rate schedule, the premise's history where the customer is new, and the tariff's eligibility conditions are prefilled; eligibility is classified by rule: in good standing or within the arrears allowance, enough history or an estimate basis, no exclusion (a prior removal within the period, a disputed bill).
Compute and present
The levelized monthly amount is computed under the tariff's method (the trailing twelve months of usage at current rates divided by twelve, or the premise estimate), with the review schedule (quarterly or at the tariff's interval), the adjustment rule and the true-up at settlement; the customer sees the amount, the start bill, how the plan is reviewed and adjusted, what the settlement month means and how to leave the plan, in plain terms.
Decide
An eligible customer who accepts enrolls by rule; an ineligible customer asking for an exception (arrears above the allowance, a prior removal) or a computation outside tolerance (a premise with no history and an estimate the rule flags) goes to the billing desk in the Decision Desk with the account and only the allowed outcomes (enroll, enroll with a condition such as an arrangement for the arrears, or decline with the reason).
Write back
The plan with its amount, start bill, review dates and settlement rules is written to the billing system, the customer receives the confirmation with the terms, the reviews run on the schedule with the adjusted amount noticed before it applies, and a removal under the tariff's rules (missed payments, a request) is applied with the settlement.
Where it ends: The customer enrolled on an eligible account with an amount computed from the history, understood the review and the true-up, and the billing system runs the plan with its reviews. The Decision Trace shows the eligibility check, the computation and any decision; the Audit Trace shows the presentation, the acceptance and the write.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
The website, the app, a call with a link or an AI assistant; the customer accepts on a screen.
The back office
The billing desk decides only exceptions; billing runs the plan and the reviews from the record.
The Decision Desk
- An ineligible account asking for an exception or a computation outside tolerance goes to the billing desk in the Decision Desk with the account and only enroll, enroll with a condition, or decline with the reason.

Questions
What buyers ask next,answered plainly.
How is the amount computed?
Under the tariff's method from the account's history: the trailing twelve months of usage at current rates divided by twelve, or a premise estimate where there is no history, with the review and true-up rules applied.
What does the customer accept?
The amount, the start bill, the review schedule and adjustment rule, the settlement at the anniversary and how to leave the plan, in plain terms, before the plan starts.
Can a customer in arrears enroll?
Within the tariff's allowance, or with an arrangement for the arrears as a condition decided by the billing desk; otherwise the rule declines with the reason.
