Meter accuracy test request

How do we take a customer's meter accuracy test request, schedule and perform the test, and apply any rebill from the result by rule?

Run the test as a request with the tariff's terms, a scheduled job and a rule for the result. When a customer asks for a meter test (usually after a high bill), Callvu prefills the account, the meter and its test history, classifies the request under the tariff (a free test within the tariff's period, a test at the customer's cost refundable if the meter fails, a commission-witnessed test the customer may request), presents the terms and captures the request, schedules the field test or the shop test with the customer, chases the test result from the meter shop, applies the tariff's accuracy tolerance to the result, computes the rebill or the refund by the tariff's rule where the meter is outside tolerance (the period and the method), routes a disputed result or a rebill above the threshold to the metering desk in the Decision Desk, and writes the test record, the result and any adjustment to the CIS and billing with the customer told.

The problem today

The meter tested fast by three percent; the rebill was computed by hand for the wrong period, and the customer complained to the commission anyway.

Today, without Callvu

A meter test is a customer's right under most tariffs, and a high bill investigation often ends in one. The request is taken by an agent, the test is done by the meter shop, the result is emailed, and the rebill or refund is computed by whoever reads the email, for a period they choose. The customer waits weeks and gets a letter with a number and no explanation; the commission's complaint follows with the question of how the period was chosen.

The tariff sets the terms: a free test once in a period, a charge otherwise refunded if the meter fails, the accuracy tolerance (commonly two percent, written in words in the rule), the rebill or refund method and period when the meter is outside tolerance (the period the error can be shown to have existed, up to the tariff's maximum), the customer's right to a commission-witnessed test, and the test record. Each is a rule on the request and the result.

A test whose result is applied by the tariff's rule is a result the customer and the commission can check.

How it runs

From the requestto the system of record.

A customer requests a meter test in any channel, or a high bill investigation recommends one. Callvu opens the test request on the meter.

Customer
Requests the test, accepts the terms, attends the field test where they wish, and receives the result and any adjustment.
Meter shop or field tester
Performs the test and records the result.
Metering desk
Decides disputed results and rebills above the threshold in the Decision Desk.
Callvu
Prefills, classifies, presents the terms, schedules, chases, computes by rule, routes and writes.
  1. Prefill and classify

The account, the meter (the type, the age, the last test date and result), the usage history and any open high bill case are prefilled; the request is classified under the tariff: a free test (the first in the tariff's period), a test at the customer's cost refundable if the meter is outside tolerance, or a commission-witnessed test; the terms (the charge, the refund condition, the method, the timing) are presented and the customer's request captured.

  2. Chase and verify the test

The test is scheduled with the customer (a field test with a reference standard at the premise, or a shop test with the meter removed and a replacement installed through the exchange process) through the appointment process; the test result (the accuracy at the test loads, the as-found and as-left readings, the tester, the standard used) is chased from the meter shop and read on arrival against the tariff's tolerance.

  3. Decide and compute

A meter within tolerance closes the request with the result and the charge where one applies; a meter outside tolerance computes the rebill (a slow meter) or the refund (a fast meter) by the tariff's rule: the error percentage, the period (from the date the error can be shown to have begun, or the tariff's default, up to its maximum), and the method; a disputed result, a rebill above the threshold, a period the customer contests, or a request for a commission-witnessed retest goes to the metering desk in the Decision Desk with the test record and only the allowed outcomes.

  4. Write back

The test record, the result, the charge or the refund of the charge, and the rebill or the refund with the period and the method are written to the CIS, the system of record for the meter, and to billing, the customer receives the result and the computation in plain terms with the complaint rights, and the meter's test history is updated for the tariff's periodic testing.

Where it ends: The customer's test request ran under the tariff's terms, the test was performed and the result read against the tolerance, any adjustment was computed by the rule with the period explained, and the CIS and billing hold the record. The Decision Trace shows the classification, the tolerance check and the computation; the Audit Trace shows the request, the test and the adjustment with time.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Any channel; the customer accepts the terms and schedules on their phone.

The back office

The meter shop performs and records; the metering desk decides only disputes and large adjustments.

The Decision Desk

  • A disputed result, a rebill above the threshold, a contested period or a witnessed retest request goes to the metering desk in the Decision Desk with the test record and only the allowed outcomes.

Questions

What buyers ask next,answered plainly.

Is the test free?

Once within the tariff's period; otherwise at the tariffed charge, refunded if the meter is found outside the accuracy tolerance. The terms are shown before the test.

What happens if the meter is inaccurate?

A slow meter is rebilled and a fast meter refunded by the tariff's rule: the error, the period from when the error began or the tariff's default up to its maximum, and the method, explained to the customer in writing.

Can the customer have the commission witness the test?

Yes, where the tariff gives that right; the request routes to the metering desk to arrange it.
