Billing dispute and adjustment
How do we capture a billing dispute with the reason and the evidence, hold collection while it is open, decide it and write the adjustment to billing?
Make the dispute a case with a hold the moment it is raised. Callvu identifies the customer and prefills the account and the disputed bill, classifies the dispute (the usage or a read, the rate or a charge, a fee, a payment not credited, a service period, a deposit) and the commission's rules for it, holds collection and any disconnection on the disputed amount from that moment while the undisputed portion stays due, chases the evidence the type needs (the customer's read with a photo, a payment receipt, a move date) and the utility's records (the read history, the meter data, the rate applied), routes the decision to the billing review desk in the Decision Desk with the evidence and only the allowed outcomes, writes the adjustment or the explanation to the billing system, and gives the customer the written result with the commission complaint rights.

The problem today
The customer disputed the bill on Monday, the shutoff order released on Wednesday, and the commission's complaint arrived on Friday.
A customer calls about a bill that looks wrong. The agent notes it, promises a call back, and the account continues through the collections calendar because the dispute lived in a note, not in a state the collections system reads. The investigation, when it happens, finds a misread, a wrong rate or a payment posted to the wrong account, and the adjustment arrives after the reconnection fee.
The commission's rules are firm: a customer who disputes a bill in good faith may not be disconnected for the disputed amount while the utility investigates and for the period after its decision, must pay the undisputed portion, is entitled to a written explanation of the investigation and the result, and may take the dispute to the commission. The dispute is a state on the account, the investigation is a set of records, and the decision is a person's with the evidence.
The hold has to be as automatic as the collections calendar it stops.
How it runs
From the requestto the system of record.
A customer disputes a bill in any channel (the app, the website, a call, a letter, an AI assistant). Callvu identifies them and opens the dispute on the bill.
- Customer
- States the reason, uploads evidence through a link, pays the undisputed portion and receives the written result.
- Billing review desk
- Decides the dispute in the Decision Desk with the evidence.
- Meter and field teams
- Supply a meter check or a read through their links where the type needs one.
- Callvu
- Prefills, classifies, holds collection, chases evidence, routes, writes and notifies.
Classify and hold
The account and the disputed bill are prefilled; the dispute is classified by type (a usage or read question, a rate or charge, a fee, an uncredited payment, a service period or move date, a deposit) with the commission's rules for it; the disputed amount is computed from the customer's statement and the collection and disconnection hold is written to the billing system and the CIS at once, with the undisputed portion shown as due.
Chase and verify the evidence
The evidence the type needs is requested from the customer through a link (a current meter read with a photo, a payment receipt, a lease or move date) and pulled from the utility's records (the read and usage history, the interval data, the rate and charges applied, the payment history, the meter's test record); a meter check or a field read is ordered through the meter processes where the type requires; each item is read and checked against the bill.
Decide
The billing review desk decides in the Decision Desk with the evidence and only the allowed outcomes: adjust with the computed credit or rebill, uphold with the explanation, order a meter test before deciding, or refer to the high bill investigation; the decision carries the reasons the written response will state.
Write back and notify
The adjustment or the rebill is written to the billing system, the hold is lifted on the rules' timing after the decision (with the post-decision period the commission allows before collection resumes), the customer receives the written result with the investigation's findings and the commission complaint rights, and the dispute's dates and outcome are on the account for the commission's reporting.
Where it ends: The dispute held collection from the moment it was raised, was investigated on the records and the customer's evidence, decided by a person with reasons, and the billing system holds the adjustment and the written result with the commission rights. The Decision Trace shows the classification, the evidence and the decision; the Audit Trace shows the hold, the chases and the notice with time.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
Any channel; the customer states the reason and uploads evidence through a link.
The back office
The billing review desk decides with the evidence assembled; collections reads the hold, not a note.
The Decision Desk
- Every dispute goes to the billing review desk in the Decision Desk with the evidence and only adjust, uphold with explanation, order a meter test, or refer to the high bill investigation.
