Government and E-Rate orders
How do we take a public sector or school order with the required certifications and program forms collected and checked before activation?
Make the certifications a gate the order cannot pass without. When a government agency, a school or a library orders, Callvu classifies the order (the entity type, the contract vehicle, the funding program such as E-Rate, the services and their eligibility under the program), lists the certifications and forms required (the E-Rate funding commitment and the service provider forms, the contract vehicle's ordering documents, the procurement authority and the purchase order, the tax exemption certificates, the cooperative purchasing agreement), collects them from the entity's contact through a link, reads and checks each (the funding year and the services match, the entity's identifier, the signer's authority, the purchase order's amount), routes a mismatch or a program question to the public sector desk in the Decision Desk, and activates only when every required item is on file, with the order written to the BSS and the program's invoicing set up. The problem today
The school's lines were activated in July, the funding commitment was denied in October, and the district could not pay the invoices.
Public sector orders carry paperwork for a reason: the program that pays depends on it. An E-Rate order activated before the funding commitment, a government order without a purchase order under the right contract vehicle, a library's tax exemption never applied, a signer without procurement authority. The service runs, the invoices go out, and the entity cannot pay or the program will not reimburse.
Each program has rules: E-Rate's eligible services, the funding year, the forms the applicant and the service provider file and the invoicing method; the contract vehicle's ordering process and pricing; the entity's procurement rules and the purchase order; the tax exemptions. The certifications are documents with checks, and activation should wait for them. The BSS needs the program's billing set up so the invoices reach the right payer in the right form.
An order activated only when the paperwork passes is an order the program pays for.
How it runs
From the requestto the system of record.
A public sector entity orders through the government sales team, a contract vehicle's portal or a cooperative. Callvu opens the order and classifies it.
- Entity's authorized contact
- Provides the certifications, the forms and the purchase order through a link and confirms the order.
- Government sales team
- Sponsors the order and sees the checklist's status.
- Public sector desk
- Decides mismatches and program questions in the Decision Desk.
- Callvu
- Classifies, lists, collects, checks, routes, gates activation and writes.
Classify the order
The entity type (a federal, state or local agency, a school or district, a library, a consortium), the contract vehicle or cooperative agreement, the funding program (E-Rate with its funding year and category, a state program, general funds), the services ordered and their eligibility under the program and the vehicle, and the entity's identifiers are classified, and the list of required certifications and forms is produced.
Chase and verify
The items are requested from the entity's contact through a link: for E-Rate the funding commitment decision letter and the applicant's forms for the funding year, the service provider's identifiers and the invoicing method election; the contract vehicle's ordering document; the purchase order with the procurement authority; the tax exemption certificates; the signer's authority; each is read on arrival and checked (the funding year and the services match the order, the entity's identifier matches, the purchase order's amount and period cover the order, the signer has authority), with what fails chased with the specifics.
Decide
An order with every item checked proceeds; a mismatch between the funding commitment and the order, a service not eligible under the program, a purchase order that does not cover the order, a signer without authority or a request to activate before the commitment goes to the public sector desk in the Decision Desk with the checklist and only the allowed outcomes (proceed, proceed with the eligible services only, hold for the document, or decline with the reason).
Activate and write back
Activation releases only when the gate passes, the order is written to the BSS with the contract vehicle's pricing, the program's billing setup (the E-Rate discount and the invoicing method, the purchase order reference on the invoice, the tax exemptions applied) and the entity's contacts, and the certifications are filed against the account for the program's audit and the funding year's renewal.
Where it ends: The order was classified by program and vehicle, the certifications were collected and checked before activation, the exceptions were decided by the desk, and the BSS, the system of record, holds the order with the program's billing set up and the documents filed for audit. The Decision Trace shows the classification, each check and any decision; the Audit Trace shows the documents, the gate and the activation with time.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
The government sales team, a contract vehicle's portal or a cooperative; the entity's contact through a link.
The back office
The public sector desk decides only exceptions; activation and billing run from the gate.
The Decision Desk
- A funding commitment mismatch, an ineligible service, an insufficient purchase order, a signer without authority or an early activation request goes to the public sector desk in the Decision Desk with the checklist and only proceed, proceed with eligible services, hold, or decline with the reason.

Questions
What buyers ask next,answered plainly.
What must an E-Rate order have before activation?
The funding commitment decision letter for the funding year matching the services, the applicant's forms, the service provider identifiers and the invoicing method election, checked on file before discounted delivery.
What about a government order without E-Rate?
The contract vehicle's ordering document, a purchase order within the entity's authority, the signer's authority and the tax exemption certificates, each checked before activation.
How is the program billed?
The BSS is set up with the discount and the invoicing method, the purchase order reference and the exemptions from the first invoice, and the documents are filed for the program's audit.
