Tax and fee exemption

How do we take a government, nonprofit or business customer's tax exemption certificates, check them, and apply the exemption to billing with the record kept for audit?

Treat the certificate as a document with a jurisdiction, a scope and an expiry. Callvu identifies the account and prefills the lines, the service addresses and the taxes and fees currently billed, classifies the exemption claimed (a sales and use tax exemption, a federal excise tax exemption, a state or local communications tax exemption, a universal service or 911 fee exemption where the law allows), lists the certificate each jurisdiction and tax requires, collects the certificates through a link, reads and checks each (the form, the jurisdiction, the exemption number, the signer, the dates, the entity name against the account), routes a certificate that does not match or a claim the law does not allow to the tax desk in the Decision Desk, applies the exemption to the billing system by tax and by line from the allowed date, and keeps the certificate with its expiry for the audit and the renewal.

The problem today

The school district's exemption was applied to every tax on the bill, including the ones no certificate can exempt, and the audit found it four years later.

Today, without Callvu

Exempt customers send certificates: a state sales tax form, a federal excise exemption statement, a letter on letterhead. An agent applies 'tax exempt' to the account, which removes taxes and fees the certificate never covered (the 911 fee, the universal service charge, a local utility tax) and leaves the carrier liable at audit. Or the certificate is never applied, and the customer disputes every bill.

Each tax and fee on a telecom bill has its own exemption rules: what entities qualify, which form proves it, which jurisdiction issued it, whether the fee can be exempted at all (many 911 and universal service charges cannot), and when the exemption starts. The certificate expires or the entity changes. The billing system must apply the exemption by tax and by line, and the audit will ask for the certificate behind each one.

An exemption applied by tax, from a checked certificate, survives the audit.

How it runs

From the requestto the system of record.

A customer claims a tax or fee exemption, at account opening or on an existing account. Callvu opens the exemption case on the account.

Customer's tax or finance contact
Uploads the certificates through a link and confirms the scope.
Tax desk
Decides mismatches and disallowed claims in the Decision Desk.
Callvu
Prefills, classifies, lists the certificates, collects, checks, routes, applies and keeps.
  1. Prefill and classify

The account, the lines and their service addresses (which set the jurisdictions), the entity type on file and the taxes and fees currently billed by line are prefilled from the billing system; the exemption claimed is classified by tax (sales and use, federal excise, state and local communications taxes, utility user taxes) and by jurisdiction, and the taxes and fees the law does not allow to be exempted are marked as not exemptable with the reason.

  2. Chase and verify the certificates

The certificate each tax and jurisdiction requires is listed (the state's resale or exemption certificate, the multi-state form where accepted, the federal excise exemption statement, a government purchase order or letter where the state accepts it) and requested through a link; each is read on arrival and checked: the form is the right one, the jurisdiction matches the service address, the exemption number is valid in format and against the state's lookup where available, the entity name matches the account, the signer and the dates are present, and the scope covers the services billed.

  3. Decide

A matching certificate for an exemptable tax is applied by rule; a mismatch (a different entity name, an expired certificate, a jurisdiction that does not match), a claim on a non-exemptable fee, a partial exemption or a retroactive request goes to the tax desk in the Decision Desk with the certificate and only the allowed outcomes (apply, apply from a later date, apply in part, request a corrected certificate, or deny with the reason).

  4. Write back

The exemption is written to the billing system by tax and by line from the allowed effective date, the certificate is stored against the account with its jurisdiction, scope and expiry, the customer is told which taxes and fees are exempt and which are not and why, and the renewal is scheduled before the expiry.

Where it ends: The exemption was applied only to the taxes and lines the checked certificates cover, from the right date, with the certificates kept for the audit and the renewal scheduled. The Decision Trace shows the classification, each certificate's checks and any decision; the Audit Trace shows the requests, the uploads and the billing write.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Account opening or an existing account, with a link to the customer's finance contact.

The back office

The tax desk decides only exceptions; billing applies by tax and line; the audit has the certificates.

The Decision Desk

  • A mismatched or expired certificate, a claim on a non-exemptable fee, a partial exemption or a retroactive request goes to the tax desk in the Decision Desk with the certificate and only apply, apply from a later date, apply in part, request a correction, or deny with the reason.

Questions

What buyers ask next,answered plainly.

Which taxes can be exempted?

The ones the law allows for the entity type and jurisdiction, such as sales and use tax and the federal excise tax with the right certificate; many 911 fees and universal service charges cannot be, and the customer is told why.

What is checked on a certificate?

The form, the jurisdiction against the service address, the exemption number, the entity name against the account, the signer, the dates and the scope.

What happens when a certificate expires?

The renewal is chased before the expiry; an exemption on an expired certificate goes to the tax desk.
