Customer self meter read
How do we take a customer's own meter read with a photo when the meter cannot be reached, check it, and use it for billing?
Make the self-read a photo the process can check. When a scheduled read fails or the customer wants to avoid an estimate, Callvu asks the customer by text or in the app for a read with a photo of the meter face by the bill's read window, prefills the meter (the number, the dials or the register format, the last actual read), reads the photo (the register and the meter number) and compares it with the customer's typed read and the expected range from the history, accepts a read that passes by rule, chases a missing, unreadable or implausible read with the specifics, routes a read outside the range or a meter number mismatch to the billing desk in the Decision Desk, and writes the accepted read to the CIS and billing as a customer read with the photo attached, so the bill is actual rather than estimated.

The problem today
The customer phoned in a read with a transposed digit; the bill was four times normal; the correction took two cycles.
When the meter cannot be read, the alternatives are an estimate the customer distrusts or a read the customer phones in that nobody can verify. A transposed digit, a read of the wrong meter in a bank of meters, or a dial read backwards produces a bill that is wrong in a way the customer discovers before the utility does. The commission's rules on estimated bills push utilities to accept customer reads, and the quality of those reads is the problem.
A photo of the meter face fixes most of it: the register can be read from the image, the meter number on the face confirms the right meter, and the read can be checked against the expected range from the history. The customer can take the photo on the day the read is due, prompted by a text. The read becomes an actual read in the billing record, flagged as a customer read with the evidence attached.
A self-read with a photo is a read the bill can stand on.
How it runs
From the requestto the system of record.
A scheduled read fails for access, the estimated-bill count approaches the limit, or the customer chooses to submit reads. Callvu asks the customer for a read by the read window.
- Customer
- Photographs the meter face and types the read on their phone by the read window.
- Billing desk
- Decides reads outside the range or with mismatches in the Decision Desk.
- Callvu
- Asks, prefills, reads the photo, compares, accepts by rule, chases, routes and writes.
Ask and prefill
The customer receives a text or an app prompt by the bill's read window with a link; the meter is prefilled (the number, the register format with guidance on reading dials or a digital display, the last actual read and its date), and the customer photographs the meter face with guidance (the whole face, the number visible, no glare) and types the read.
Chase and verify
The photo is read for the register and the meter number and compared with the typed read and the meter on record; the read is compared with the expected range from the usage history for the period and the season; a missing photo, an unreadable image, a meter number that does not match (the wrong meter in a bank), or a read that disagrees with the photo is chased with the specifics before the window closes.
Decide
A read that matches the photo and the meter and falls within the range is accepted by rule as a customer read; a read outside the range (a possible rollover, a leak, a change of occupancy), a persistent meter number mismatch, or a photo that cannot be reconciled goes to the billing desk in the Decision Desk with the images and the history and only the allowed outcomes (accept, accept with a field verification ordered, estimate with the reason, or open an access case).
Write back
The accepted read is written to the CIS, the system of record for the meter, and billing as a customer read with the photo attached and the date, the bill is produced on the actual read, the estimated-bill count resets, and the next read request is scheduled; a customer read that later differs from a utility read is reconciled under the billing rules.
Where it ends: The customer submitted a read with a photo on the day it was due, the photo confirmed the meter and the read, the range check caught the errors, and the bill was produced on an actual customer read with the evidence attached in the CIS. The Decision Trace shows the comparisons and any decision; the Audit Trace shows the request, the submission and the write with time.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
A text or an app prompt with a link; the customer photographs and types on their phone.
The back office
The billing desk decides only exceptions; the bill runs on the accepted read.
The Decision Desk
- A read outside the expected range, a persistent meter number mismatch or an unreconcilable photo goes to the billing desk in the Decision Desk with the images and the history and only accept, accept with field verification, estimate with reason, or open an access case.

Questions
What buyers ask next,answered plainly.
Why is a photo required?
The photo confirms the meter number and the register, so a transposed digit or the wrong meter in a bank is caught before the bill; the read is compared with the photo and the expected range.
Is the bill still an estimate?
No. An accepted self-read is an actual customer read on the bill, flagged as such, with the photo attached in the CIS and the estimated-bill count reset.
What if the read looks wrong?
A read outside the expected range or with a meter mismatch goes to the billing desk, which can accept it, order a field verification, estimate with the reason, or open an access case.
