Facility relocation request

How do we handle a request to move poles, lines or meters so it is classified, reviewed, priced under the tariff, agreed and scheduled?

Classify who is asking and who pays before anything is designed. Callvu takes the relocation request (the facilities, the location, the reason, the requester, the target date), classifies it under the tariff and the franchise (a customer's convenience relocation at the customer's cost, a municipal project under the franchise's cost allocation, a developer's project, a safety or clearance relocation at the utility's cost), chases the documents the class requires (the site plan, the survey, the municipal project drawings, the easement for the new location), routes the design and the estimate to engineering in the Decision Desk, presents the cost under the tariff for acceptance and payment where the requester pays, and writes the agreement, the payment and the relocation order with the schedule to CIS and the work management system.

The problem today

The homeowner wanted the pole moved for a driveway, got an estimate six months later, and the city's road project had moved the same pole for free in between.

Today, without Callvu

Relocation requests arrive from homeowners who want a pole out of a view, developers clearing a site, municipalities widening a road, and the utility's own clearance work. Each has a different cost rule under the tariff and the franchise, a different set of documents, and a different priority. They land in the same queue as a form, and the engineer who could price them in an hour spends the time finding out which case it is.

The tariff's relocation provisions and the municipal franchise agreements decide who pays: a relocation for the requester's convenience is at the requester's cost (often the full cost less salvage), a relocation required by a public project may be allocated by the franchise or the state's rules, a relocation for safety or the utility's own needs is the utility's cost. Classified correctly, the request is a design, an estimate and an agreement.

The classification is the half of the work the desk does by phone today.

How it runs

From the requestto the system of record.

A customer, a developer, a municipality or a contractor requests the relocation of utility facilities online, by letter or through the municipal channel. Callvu opens the request on the location.

Requester
Describes the relocation, provides the plans, accepts the cost where they pay and signs the agreement on a secure screen.
Engineering
Designs, prices and decides in the Decision Desk.
Municipality
Provides project drawings and the franchise reference where it is the requester.
Callvu
Captures, classifies, chases, routes, presents the cost and writes.
  1. Capture and classify

The facilities to move (from the GIS), the proposed location, the reason, the requester and their role, and the target date are captured; the request is classified under the tariff and the franchise: requester-paid convenience relocation, municipal project with its cost allocation, developer project, or utility-paid safety or clearance relocation; the class sets the documents, the cost rule and the priority.

  2. Chase and verify

The documents the class requires (a site plan showing the new location, a survey or the municipal project drawings, the construction schedule, the easement or permit for the new location through the easement process, the franchise reference) are requested from the requester through a link, read and checked against the facilities and the location; what is missing is chased with the specifics.

  3. Design, price and decide

Engineering designs the relocation and prices it under the class's cost rule (the full cost less salvage for a convenience relocation, the franchise allocation for a municipal project, the utility's cost for safety) in the Decision Desk with the request and the documents, and only the allowed outcomes: approve with the cost, approve as utility-paid, require a site visit, propose an alternative location, or decline with the reason; where the requester pays, the cost and the terms are presented for acceptance and payment on a secure screen.

  4. Schedule and write back

The agreement, the payment, the design and the relocation order with the schedule, the planned outage and the coordination with the municipal project are written to CIS and the work management system, the easement for the new location is tracked to recording, and the requester sees the schedule.

Where it ends: The request was classified under the tariff and the franchise before design, documented from the requester, designed and priced by engineering under the right cost rule, agreed and paid where the requester pays, and CIS and the work management system hold the order and the schedule. The Decision Trace shows the classification, the cost rule and the decision; the Audit Trace shows the documents, the acceptance and the write.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Online, by letter or the municipal channel; the requester through their link.

The back office

Engineering prices classified cases; the desk schedules from agreed orders.

The Decision Desk

  • The design and the price go to engineering in the Decision Desk with the classification and the documents, and only approve with the cost, approve as utility-paid, require a site visit, propose an alternative, or decline.

Questions

What buyers ask next,answered plainly.

Who pays for moving a pole?

It depends on the classification: a relocation for the requester's convenience is at the requester's cost under the tariff, a public project's relocation is allocated by the franchise or the state's rules, and a safety relocation is the utility's cost.

What does the requester provide?

A site plan with the new location, a survey or the project drawings, the schedule, and the easement or permit for the new location where needed, through a link.

When is the work scheduled?

After engineering's decision, the agreement and the advance payment where the requester pays, with the order and the schedule written to CIS and the work management system.
