New service connection application
How do we take a new service connection application from a builder or homeowner with the site plans and load details collected, the design completed, the costs agreed and the job scheduled?
Run the connection as one application with engineering, costs and scheduling inside it. Callvu prefills the applicant and the premise (the parcel, the address, the nearest facilities, the service territory), takes the application on a secure screen (the service type and voltage, the load calculation, the site plan, the meter location, the in-service date), chases the documents the tariff requires from the builder, the electrician and the municipality (the load letter, the stamped plans, the permit, the trench and conduit details), routes the design and the cost estimate to engineering in the Decision Desk, presents the customer's contribution under the tariff for acceptance and payment, and writes the service order with the design, the agreement and the schedule to CIS and the work management system.

The problem today
The builder's application sat for five weeks because the load letter was an email attachment nobody matched to the job.
A new service connection is a project with many hands: the builder's application, the electrician's load letter, the stamped site plan, the municipal permit, the utility's design, the cost estimate under the tariff, the customer's contribution, the trench inspection, the meter set. The new business desk tracks it in email and a spreadsheet; each missing item restarts the clock; the builder calls weekly, and the in-service date the mortgage closing depends on slips.
The state commission's tariff rules set what the utility must provide at its cost (the standard allowance), what the customer pays (the contribution in aid of construction and its refund provisions), the application requirements, the design and construction standards, and the timelines for responses and connection. Each requirement has a document and an owner, and the design is an engineering decision with a cost the customer must accept before work starts.
An application that collects the right documents from the right people in the first week is a connection that meets its date.
How it runs
From the requestto the system of record.
A builder, developer or homeowner applies for new service online, by phone or through a contractor portal. Callvu opens the application with the premise.
- Applicant (builder or homeowner)
- Completes the application, uploads plans, accepts the cost and pays the contribution on a secure screen.
- Electrician or contractor
- Provides the load letter and the site readiness details through a link.
- Municipality
- Issues the permit and the inspection release through its channel.
- Engineering and new business desk
- Decide the design, the cost and the schedule in the Decision Desk.
- Callvu
- Prefills, collects, chases, routes, presents the cost, captures acceptance and writes.
Prefill and apply
The applicant and the premise are prefilled (the parcel and address from the GIS, the service territory, the nearest facilities and their capacity, any existing account); the application captures the service type and size, the load, the meter location, the site plan upload, the in-service date and the contacts, on a secure screen.
Chase and verify the documents
The tariff's requirements for the service type set the documents: the electrician's load letter with the calculated load, the stamped site plan with the meter and conduit locations, the municipal building and electrical permits, the easement where facilities cross other land (through the easement process); each is requested from its holder through a link, read on arrival and checked (the address, the load against the service size, the permit number and scope) with the application showing what is outstanding.
Design, price and decide
Engineering completes the design and the cost estimate under the tariff (the standard allowance, the customer's contribution in aid of construction, the refundable portion, the special facilities) in the Decision Desk with the application and the documents, and only the allowed outcomes: approve the design with the cost, request a site visit, require a line extension agreement where the extension exceeds the allowance, or decline with the reason; the applicant sees the cost and the terms and accepts and pays on a secure screen.
Schedule and write back
The service order with the design, the signed agreement, the payment and the construction schedule is written to CIS and the work management system, the inspection release gate is set (through the inspection release process), the meter set is scheduled on the in-service date, and the applicant sees the status at each milestone.
Where it ends: The connection ran as one application with the documents from their owners, the design and the cost decided under the tariff, the contribution accepted and paid, and CIS and the work management system holding the order and the schedule. The Decision Trace shows the requirements, the design decision and the tariff cost; the Audit Trace shows each document, the acceptance, the payment and the write.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
Online, by phone or the contractor portal; the applicant, the electrician and the municipality each through their own channel.
The back office
Engineering decides designs and costs from complete applications; the new business desk stops relaying email.
The Decision Desk
- The design and the cost go to engineering in the Decision Desk with the application and the documents, and only approve with the cost, request a site visit, require a line extension agreement, or decline with the reason.

Questions
What buyers ask next,answered plainly.
What does the applicant provide?
The application with the service size, the load, the meter location and the site plan; the electrician's load letter and the municipal permits are requested from their holders through links.
How is the cost set?
By engineering under the tariff: the standard allowance the utility funds, the customer's contribution for facilities beyond it, and the refundable portion, shown to the applicant for acceptance and payment before work starts.
When is service energized?
After the municipal inspection release is received and matched to the job, on the scheduled meter set date.
