Energy efficiency rebate application

How do we process an energy efficiency rebate application from a customer or contractor with the invoices and product details checked for eligibility and the payment issued or credited?

Check the measure, the product and the installation against the program's rules at application. Callvu identifies the customer and prefills the account (the premise, the fuel, the rate class, prior rebates at the premise), takes the application from the customer or the contractor (the measure, the product's make and model, the quantity, the installation date, the installer, the invoice), chases the proofs the measure requires (the itemized invoice, the product's listing or efficiency rating, the installer's certification, the pre- and post-installation photos, the inspection where the program requires one), checks each against the measure's eligibility rules and the rebate amount and caps, routes an amount above the limit, a custom measure or an inspection finding to the program desk in the Decision Desk, and writes the rebate as a payment to the customer or the contractor or a bill credit to CIS and the billing system with the program's savings recorded.

The problem today

The rebate was paid for a heat pump whose model was not on the qualified list, and the program's evaluator found it in the sample.

Today, without Callvu

Efficiency rebates run on volume and documents: thousands of applications a year for heat pumps, insulation, lighting, appliances and custom measures, each with an invoice, a product listing, an installer and sometimes a photo or an inspection. A program desk checks them by hand against a qualified products list that changes monthly; the backlog grows; the evaluator's sample finds ineligible payments; the commission's cost-effectiveness review suffers.

The program's rules (approved by the commission in the efficiency plan) set the measures, the qualified products and their ratings, the installation and installer requirements, the rebate amounts and the caps per customer and per premise, the application window after installation, the inspection sampling, and the savings claimed. Each application is a set of checks against those rules, and the checks are what the evaluator audits.

A rebate checked at application is a savings claim the evaluator accepts.

How it runs

From the requestto the system of record.

A customer or a participating contractor submits a rebate application online, in the app or through the contractor portal. Callvu opens the application on the account.

Customer
Applies or confirms the contractor's application, uploads proofs, chooses the payment method and assigns the rebate to the contractor where allowed.
Contractor
Submits applications on the customer's behalf with the invoice, the product details and the photos through the portal.
Program desk and inspector
Decide exceptions and perform sampled inspections.
Callvu
Prefills, takes the application, chases the proofs, checks, routes and writes.
  1. Prefill and apply

The account, the premise, the fuel and the rate class, the prior rebates at the premise and the customer's eligibility (the customer class, the income-qualified tier where offered) are prefilled; the application captures the measure, the product's make and model, the quantity and size, the installation date, the installer, and the payment choice (to the customer, or assigned to the contractor as an instant rebate).

  2. Chase and verify the proofs

The measure's requirements set the proofs: the itemized invoice with the product, the quantity, the date and the installed cost, the product's listing (the qualified products list, the efficiency rating or the certification), the installer's certification where the measure requires it, the pre- and post-installation photos, the permit for measures that need one; each is requested through a link, read on arrival and checked (the model against the qualified list as of the installation date, the premise address, the installation date within the application window, the quantity against the invoice, the installer against the participating list); what is missing is chased with the specifics.

  3. Decide

An application that passes is approved by rule at the measure's amount within the caps and the program's budget; an amount above the limit, a custom measure needing an engineering review, a product not on the list, a premise at its cap, or an application selected for inspection goes to the program desk in the Decision Desk with the checks and only the allowed outcomes (approve, approve a reduced amount, inspect first, or deny with the reason); the sampled inspection's result returns to the decision.

  4. Write back

The rebate is paid to the customer or the contractor by the chosen method or credited on the bill, written to CIS and the billing system with the measure and the claimed savings for the program's reporting, the premise's rebate history and the budget are updated, and the customer receives the confirmation.

Where it ends: Every rebate was checked against the measure's rules and the qualified products list at application, decided by rule or by the program desk, paid and recorded with the savings for the evaluator. The Decision Trace shows each check and any decision; the Audit Trace shows the application, the uploads, the inspection and the payment with time.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Online, in the app, or the contractor portal; the customer confirms a contractor's application on a secure screen.

The back office

The program desk decides only exceptions; the inspector works the sample; the evaluator audits the record.

The Decision Desk

  • An amount above the limit, a custom measure, an unlisted product, a premise at its cap or a sampled inspection goes to the program desk in the Decision Desk with the checks and only approve, approve reduced, inspect first, or deny with the reason.

Questions

What buyers ask next,answered plainly.

What is checked on an application?

The product against the qualified list as of the installation date, the invoice's quantity, date and cost, the installer's participation, the photos, and the premise's caps and history.

Can the contractor receive the rebate?

Where the program allows an instant rebate, the customer assigns it to the contractor on a secure screen and the contractor is paid on approval.

What happens with a custom measure?

It goes to the program desk for an engineering review of the savings and the amount, with the decision recorded for the evaluator.
