Low-income program enrollment

How do we enroll customers in a low-income discount rate with the application complete before review, the income documents checked on arrival, and the rate written to billing?

Make the application complete before anyone reviews it. Callvu identifies the customer and prefills the application from the account and any program data the utility may use (a categorical eligibility from another program the rules recognize, the household on file), presents the questions the program requires (the household size and income, the categorical programs, the attestation), lists the documents the program needs for the customer's situation, chases each through a link with reading and checks on arrival (the income against the threshold for the household size, the program award letter, the identity), routes the complete application to the program desk in the Decision Desk where the rules require a review (or approves by rule where categorical eligibility is verified), writes the discount rate to the billing system with its effective date and the recertification date, and tells the customer.

The problem today

The application sat incomplete for six weeks waiting for a pay stub, and the customer paid the full rate through the winter they qualified for the discount.

Today, without Callvu

Low-income rate programs reach a fraction of the eligible customers, and the paper application is a reason: the form asks for income the customer must document, the documents arrive one at a time by mail, the review waits for the last one, and the customer gives up or pays full rates for months. The program's funding and the commission's participation targets both suffer.

The program's rules set the eligibility (an income threshold by household size, or categorical eligibility from another program such as LIHEAP, SNAP or Medicaid), the documents accepted, the attestation, the review, the effective date and the recertification. Each document has a check; categorical eligibility can often be verified from the program's data without documents. An application that is complete before review is approved in days.

The discount should start the month the customer qualifies, not the month the file is finally complete.

How it runs

From the requestto the system of record.

A customer applies for the low-income rate (online, in the app, by call, through an agency referral or from a disconnection notice link), or the utility reaches out to a customer the program's data suggests is eligible. Callvu identifies them and opens the application.

Customer
Answers the program's questions, attests and uploads the documents on their phone.
Program desk
Reviews and decides applications the rules require a person for, in the Decision Desk.
Referring agency
Submits a categorical eligibility confirmation through its link where the program allows.
Callvu
Prefills, asks the questions, lists and chases the documents, checks, routes, writes and notifies.
  1. Prefill and ask the program's questions

The account, the household on file and any categorical eligibility the utility may use (an enrollment in another program the rules recognize, verified through the program's data or an agency confirmation) are prefilled; the program's questions are presented (the household size, the income sources and amounts, the categorical programs the household receives, the attestation under penalty the program requires), and the documents the customer's situation needs are listed specifically.

  2. Chase and verify the documents

Each document (the income evidence for each source, the program award or benefit letter for categorical eligibility, the identity where required) is requested through a link with the specifics and chased on the schedule; each is read on arrival and checked: the income against the threshold for the household size and the program's period, the award letter's program, dates and household, the identity against the account; what is missing or inconsistent is requested with the specifics, and the application is marked complete the day it passes.

  3. Decide

A complete application with verified categorical eligibility, or with income clearly inside the threshold where the program allows rule-based approval, is approved by rule; an application the program requires a person to review, an income near the threshold, a document that does not match, a household question or a prior enrollment removed for cause goes to the program desk in the Decision Desk with the checks and only the allowed outcomes (approve, approve for a period with a condition, request a specific document, or deny with the reasons and the appeal path).

  4. Write back and notify

The discount rate with its effective date (the program's rule, often the application date or the next billing cycle), the enrollment record, the recertification date and the program for reporting are written to the billing system and the CIS, the customer receives the written decision, the arrearage management and other programs the enrollment qualifies the customer for are offered, and the recertification process is scheduled.

Where it ends: The application was complete before anyone reviewed it, the documents were checked on arrival, the decision was by rule or by the program desk with reasons, and the billing system applied the discount from the effective date with the recertification scheduled. The Decision Trace shows the eligibility basis, each document's check and the decision; the Audit Trace shows the questions, the uploads, the chases and the write with time.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Any channel including an agency referral and a link on a disconnection notice; the customer answers and uploads on their phone.

The back office

The program desk reviews only complete applications the rules require a person for; billing applies the rate from the record.

The Decision Desk

  • An application needing a review, an income near the threshold, a mismatched document, a household question or a prior removal goes to the program desk in the Decision Desk with the checks and only approve, approve with a condition, request a document, or deny with reasons and the appeal path.

Questions

What buyers ask next,answered plainly.

What does the customer provide?

The household size and income, the categorical programs the household receives, an attestation, and the documents listed for their situation, uploaded on their phone; categorical eligibility can be verified from program data without income documents where the rules allow.

When does the discount start?

From the program's effective date rule, usually the application date or the next billing cycle, with retroactivity where the rules allow; the rate is written to billing with the date.

Who decides?

The process by rule for verified categorical or clear income eligibility where the program allows; the program desk for reviews and edge cases, with reasons and an appeal path.
