Contractor work order closeout
How do we close out a contractor's work order by collecting the completion documents, photos and invoices against the order and checking them before payment?
Make the closeout a checklist the contractor clears through a link, matched to the order. When a contractor finishes a work order (a line extension, a pole replacement, a vegetation cycle, a meter program), Callvu lists the closeout documents the contract and the work type require (the completion report with the as-built details, the photos by item, the test and inspection records, the material and unit counts, the safety and one-call records, the restoration of the site, the invoice against the unit prices or the time and materials), sends the contractor a link per order, reads each submission on arrival and checks it against the order (the units against the design, the photos against the items, the invoice against the contract rates and the completed units), chases what is missing or inconsistent, routes a variance or a quality finding to the construction supervisor in the Decision Desk, and writes the closeout to the work management system, the asset records and payables.

The problem today
The contractor's invoice was paid against the estimate; the as-built showed eleven fewer poles than billed, discovered in the audit.
Utilities run much of their construction and maintenance through contractors, and the closeout is where the money and the asset records are settled: the completion report, the photos, the tests, the unit counts, the invoice. The documents arrive by email in pieces; the invoice is approved against the estimate because checking the units against the as-built takes hours; the asset records are updated from the design, not the field. The audit and the next job find the difference.
The contract defines what a closeout requires and how the invoice is priced (unit rates or time and materials), the work type defines the records (the tests for gas work, the inspection for electric work, the restoration), and the order defines the design and the estimate. Each is a check against a document the contractor can submit through a link, the day the work finishes.
A closeout checked against the order is an invoice paid for the work that was done.
How it runs
From the requestto the system of record.
A contractor reports a work order complete, or the order's scheduled completion date arrives. Callvu opens the closeout for the order.
- Contractor
- Submits the completion documents, photos, records and the invoice through the order's link and answers the checks.
- Inspector
- Inspects where the work type requires and records the result.
- Construction supervisor
- Decides variances and quality findings in the Decision Desk.
- Callvu
- Lists, chases, reads and checks, routes and writes.
List the closeout requirements
The contract, the work type and the order classify the closeout items: the completion report with the as-built details (the poles, the conductor, the pipe lengths, the fittings, the meters with serials), the photos by item, the test records (pressure tests and joining records for gas, inspection and energization for electric), the one-call and safety records, the material reconciliation, the site restoration evidence, and the invoice against the unit prices or the time and materials rates; each item is on the contractor's link for the order.
Chase and verify
Each submission is read on arrival and checked against the order: the units against the design and the as-built, the photos against the items and their locations, the test records against the standards, the serials against the materials issued, the restoration against the site, the invoice lines against the contract rates and the completed units; what is missing or inconsistent is chased from the contractor with the specifics, and an inspection is scheduled where the work type requires it.
Decide
A closeout that matches is approved for payment by rule; a unit variance above tolerance, a quality finding from the inspection, a missing test record, a rate outside the contract, or a restoration not done goes to the construction supervisor in the Decision Desk with the checks and only the allowed outcomes (approve, approve a reduced amount with the reason, require rework, or reject).
Write back
The closeout is written to the work management system, the as-built details to the asset records (the GIS and the meter inventory), the invoice approval to payables under the contract's terms, and the contractor's performance record is updated with the variances and the quality findings; the CIS, the system of record for customer-facing work, is updated where the order changed a customer's service.
Where it ends: The contractor's closeout was collected through one link, checked against the order, the design and the contract, decided on the variances, and written to the work, asset and payables systems so the invoice paid the work done and the records show what is in the ground. The Decision Trace shows each check and any decision; the Audit Trace shows the submissions, the inspection and the approval with time.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
The contractor's link per order; the inspector's device for the inspection.
The back office
The construction supervisor decides only variances and findings; payables and the asset records run from the approval.
The Decision Desk
- A unit variance above tolerance, a quality finding, a missing test record, a rate outside the contract or restoration not done goes to the construction supervisor in the Decision Desk with the checks and only approve, approve reduced with reason, require rework, or reject.

Questions
What buyers ask next,answered plainly.
What does the contractor submit?
The completion report with the as-built details, the photos by item, the test and inspection records, the one-call and safety records, the material reconciliation, the restoration evidence and the invoice, through one link per order.
How is the invoice checked?
Line by line against the contract's unit prices or rates and the units completed in the as-built, not against the estimate; a variance above tolerance goes to the supervisor.
What updates the asset records?
The as-built from the closeout, with the serials and the locations, so the GIS and the inventory show what is in the ground.
