HELOC line freeze or reduction notice
How do we freeze or reduce a HELOC only on the grounds Regulation Z allows, send the notice with the reasons, and give the borrower a path to reinstatement?
Make the freeze a decision with a rule behind it and a notice generated from it. Callvu classifies the trigger (a value decline from a monitoring valuation, a material adverse change in the borrower's finances, a default under the plan, a government action, a safety and soundness determination), tests it against the rule's permitted grounds and the bank's thresholds, routes the decision to the credit officer in the Decision Desk, applies the freeze or the reduced limit on the core, sends the notice within three business days with the specific reasons and the reinstatement path, takes the borrower's reinstatement request with the evidence (a new valuation at the borrower's cost where the rules allow, proof of cured default or restored finances), and writes the decision and the reinstatement to the core.

The problem today
Lines were frozen in a batch on an automated valuation, and the notices told borrowers nothing about why or how to get them back.
A value decline hits a region. The bank runs a portfolio valuation and freezes every line with a decline over a threshold. The notices go out late and say only that the line is suspended. Borrowers whose homes did not decline, or who can show they did not, have no path, and the complaints and the examination finding follow.
Regulation Z allows a creditor to prohibit additional extensions of credit or reduce the limit only on specific grounds: a significant decline in the value of the dwelling, a reasonable belief that the borrower cannot meet the repayment obligations because of a material change in their financial circumstances, a default on a material obligation under the plan, a government action, a regulator's safety and soundness determination, or the creditor's inability to impose the rate. The notice must go out within three business days with the specific reasons, and the line must be reinstated when the condition no longer exists, with the borrower able to request reinstatement and the creditor's investigation at its own cost in most cases.
A freeze is a credit decision, and the rule requires a reason the borrower can test.
How it runs
From the requestto the system of record.
A trigger arrives: a monitoring valuation shows a decline, a credit review shows a material adverse change, a default occurs, or a government action affects the lien. Callvu opens the review on the line.
- Borrower
- Receives the notice with the reasons and can request reinstatement with evidence through a link.
- Credit officer
- Decides the freeze, the reduction and the reinstatement in the Decision Desk.
- Callvu
- Classifies, tests, routes, applies on the core, sends the notice, takes the reinstatement request and writes.
Classify and test the trigger
The trigger is classified against the rule's grounds and the bank's thresholds: a value decline measured from the valuation at origination with the available equity computed (the rule's test of a significant decline), a material financial change with its evidence, a default on a material obligation under the plan's terms, a government action or a safety and soundness determination; a trigger that does not meet a ground stops here.
Decide
The credit officer decides in the Decision Desk with the test and only the allowed outcomes: freeze further advances, reduce the limit to the computed amount, or no action; a batch of lines from a portfolio valuation is decided line by line on the same screen with each line's computation.
Apply and notify
The freeze or the reduced limit is applied on the core (the draw process reads it), and the notice is generated from the decision with the specific reasons, the effective date, the borrower's right to request reinstatement and how, and sent within three business days of the action.
Reinstate and write back
A borrower's reinstatement request with evidence (a new valuation, proof the default is cured, proof of restored finances) is taken through a link, tested against the ground, decided by the credit officer in the Decision Desk, and the reinstatement or the continued freeze with reasons is written to the core and sent to the borrower; a freeze whose condition no longer exists is reinstated by the bank's own monitoring without a request.
Where it ends: Every freeze or reduction rests on a permitted ground tested on the line's data, decided by a credit officer, noticed with reasons on the clock, and reversible through a path the borrower can use. The Decision Trace shows the test, the decision and the reinstatement; the Audit Trace shows the application on the core, the notice and the request.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
The borrower meets the process in the notice and the reinstatement link, in any channel.
The back office
The credit officer decides each line on a computation; the core and the draw process read the result.
The Decision Desk
- Each freeze, reduction and reinstatement goes to the credit officer in the Decision Desk with the test and only freeze, reduce to the computed limit, reinstate, or no action, with the notice generated from the decision.

Questions
What buyers ask next,answered plainly.
On what grounds can a HELOC be frozen?
A significant decline in the home's value, a material adverse change in the borrower's finances, a default on a material obligation, a government action, or a regulator's safety and soundness notice; the test applies the ground to the line's data.
What must the notice say?
The specific reasons, the effective date and the right to request reinstatement, sent within three business days of the action.
How does the borrower get the line back?
By a reinstatement request with evidence through a link, decided by the credit officer; and the bank's own monitoring reinstates when the condition no longer exists.
