Workers compensation new business
How do we quote and bind workers compensation for a new employer with payroll by class code, the experience modification and the ownership details collected and verified before the policy is written to policy admin?
Build the quote from verified data instead of the broker's estimate. Callvu prefills the employer from public and bureau records (the legal entity, the FEIN, the prior carrier and the experience modification from the rating bureau), takes the payroll by class code and the ownership and officer details from the employer or the broker on their own screens, chases the prior loss runs and the proof of the experience mod, checks the class codes against the operations described, routes the quote to the underwriter in the Decision Desk where authority or the class requires, and writes the bound policy to policy admin with the bureau filing.

The problem today
The payroll was quoted under the clerical code; the premium audit a year later reclassified half of it to roofing.
A broker sends a workers compensation application with payroll by class code estimated on a phone call. The class codes flatter the premium. The experience modification is quoted from memory. The officers' inclusion or exclusion elections are not signed. The policy binds, and the audit at the end of the term produces an additional premium the employer refuses to pay and a dispute the carrier loses because the application was never verified.
Workers compensation is a statutory line: each state's rules set the classification system (NCCI or the state bureau), the experience rating plan, the officer and owner inclusion rules and the elections they must sign, the payroll definitions, the minimum premiums and the filing of the policy with the bureau. The quote is only as good as the payroll by class and the mod, and both can be verified before binding.
A verified application at inception is what a clean audit looks like a year early.
How it runs
From the requestto the system of record.
A broker or an employer requests a workers compensation quote through the portal, an email or an agent. Callvu opens the application and prefills the employer.
- Employer
- Confirms operations, payroll by class and the owner and officer elections on their own screen, and signs the application.
- Broker
- Submits the application and supplies the prior loss runs and the mod worksheet.
- Underwriter
- Decides quotes outside authority or in referral classes in the Decision Desk.
- Callvu
- Prefills, chases and verifies, checks the classes, routes the decision and writes the bound policy.
Prefill the employer
The legal entity, the FEIN, the addresses and the operations are prefilled from the state's business registry and the application; the experience modification, the prior carriers and the policy history are pulled from the rating bureau's records where the carrier has access, and the prior loss runs are requested from the broker.
Chase and verify payroll and ownership
The employer enters payroll by class code and location on their own screen with the class descriptions in plain words, the owners and officers with their inclusion or exclusion elections on the state's form, and the subcontractor use with certificates; the payroll by class is checked against the operations described and the prior carrier's audit where available, and the elections are signed by the right people.
Rate and decide
The premium is rated with the state's rates, the verified mod, the schedule and premium discount rules and the minimum premium; a quote within authority and in appetite is released by rule, and a quote in a referral class, over the authority limit, with a high mod or with a class mismatch goes to the underwriter in the Decision Desk with the application, the loss runs and the checks, and only quote as rated, quote with conditions, or decline.
Bind and write back
The accepted quote is bound with the signed application and the elections, the policy is written to policy admin as the system of record, the proof of coverage is filed with the bureau and the state within the required period, and the certificates and the posting notice are issued to the employer.
Where it ends: The policy was bound on payroll by class that the employer entered and that was checked, a mod taken from the bureau, and elections signed by the owners, so the audit at the end of the term confirms rather than corrects. The Decision Trace shows the class checks and the underwriting decision; the Audit Trace shows who entered and signed what, the bureau data and the filing.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
The broker portal, an email or an agent; the employer completes payroll, ownership and elections on their own screen.
The back office
Underwriters see referral classes and quotes outside authority with the checks done; policy admin binds from a verified application.
The Decision Desk
- A quote over the authority limit, in a referral class, with a mod above the threshold or with a class mismatch goes to the underwriter in the Decision Desk with the file and only quote as rated, quote with conditions, or decline.

Questions
What buyers ask next,answered plainly.
Where does the payroll by class come from?
The employer enters it by class code and location on their own screen, and it is checked against the operations described and the prior audit before rating.
How is the experience modification verified?
It is pulled from the rating bureau's record or taken from the mod worksheet the broker supplies, never from an estimate.
What has to be signed before binding?
The application and the owner and officer inclusion or exclusion elections on the state's form, by the right people on their own screens.
