Partial withdrawals and surrenders
How do we process a partial withdrawal or a surrender from the policyholder or an agent with identity verified, the tax withholding elected, the disclosures signed, and the payment made and written to policy administration?
Run the disbursement as a verified, disclosed, elected instruction. Callvu identifies the policy owner with step-up verification, prefills the policy's values (the cash value, the surrender charges and the free withdrawal amount, the loan balance, the cost basis and the taxable gain, any market value adjustment), shows the consequences of the amount requested (the charges, the taxable portion, the effect on the death benefit and the guarantees), delivers the disclosures and the tax withholding notice and captures the withholding election, the payee details and the owner's signature on their own phone, chases the consents an assignee or an irrevocable beneficiary must give, routes a surrender above the threshold or a flagged account to the service desk in the Decision Desk, and pays and writes the transaction to policy administration with the tax reporting. The problem today
The surrender was paid to a new bank account from a mailed form, and the owner called a month later to ask where their money was.
A withdrawal or surrender moves money out of a policy, which makes it a target for fraud and a source of tax surprises. The form arrives by mail or from an agent; the payee is a bank account the insurer has never seen; the withholding election is blank so the default applies; the owner did not know the surrender charge or that the gain is taxable, or that the withdrawal reduced the death benefit guarantee. The complaint follows the tax form.
The state insurance code sets the nonforfeiture values and the surrender rights; the tax code sets the withholding notice and election, the taxable amount under the ordering rules for life policies and annuities, and the reporting; the insurer's security program sets the verification for a disbursement and the payee change; the contract sets the free withdrawal, the charges and the consequences. The owner should see all of it before they sign.
A disbursement that the owner understood, elected and signed on their own phone is one the insurer can defend.
How it runs
From the requestto the system of record.
A policy owner or their agent requests a partial withdrawal or a surrender in any channel. Callvu identifies the owner and opens the request.
- Policy owner
- Verifies identity, chooses the amount, sees the consequences, elects withholding, enters the payee, signs on their own phone.
- Agent
- Starts the request and sees its status.
- Assignee or irrevocable beneficiary
- Consents on their own phone where the rules require.
- Service desk
- Decides surrenders above the threshold and flagged accounts in the Decision Desk.
- Callvu
- Verifies, prefills values, shows consequences, delivers disclosures, captures elections and signature, chases consents, routes, pays and writes.
Verify and prefill the values
The owner is verified with step-up authentication appropriate to a disbursement (and more for a payee not on file), and the policy's values are prefilled from policy administration: the cash or account value, the surrender charge schedule and the free withdrawal amount for the year, the outstanding loan, the cost basis and the gain, any market value adjustment, and the minimum remaining value the contract requires.
Choose and see the consequences
The owner enters the amount (or full surrender); the screen shows the charges, the net amount, the taxable portion and the estimated withholding, the effect on the death benefit and on any guaranteed benefits, and for a surrender the end of coverage; the disclosures required by the state and the contract are delivered and acknowledged.
Chase and verify elections, payee and consents
The tax withholding notice is delivered and the election captured (withhold at the default rate, a different rate, or elect out where permitted, with the state withholding rules applied), the payee details are entered (a bank account on file, or a new one with the verification the rules require), the consents of an assignee or an irrevocable beneficiary are requested on their own phones, and the owner signs; a surrender above the threshold, a new payee, a flagged account or a policy in a contestable or replacement situation goes to the service desk in the Decision Desk with only the allowed outcomes.
Pay and write back
The disbursement is paid by the method chosen, the transaction is written to policy administration with the amounts, the charges, the withholding, the payee and the signatures, the tax reporting record is created for the year's forms, and the confirmation goes to the owner at the contact on file.
Where it ends: The withdrawal or surrender was requested by a verified owner who saw the consequences, elected withholding and signed, with the consents in place and the payee verified, and policy administration in the policy system holds the transaction with the tax record. The Decision Trace shows the verification, the values shown and any decision; the Audit Trace shows the elections, the signature, the consents and the payment.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
Any channel; the owner and any consenting party act on their own phones; the agent starts and sees status.
The back office
The service desk decides thresholds and flags; policy administration and the tax record are written by the process.
The Decision Desk
- A surrender above the threshold, a new payee, a flagged account or a contestable or replacement situation goes to the service desk in the Decision Desk with the record and only the allowed outcomes.

Questions
What buyers ask next,answered plainly.
What does the owner see before signing?
The surrender charges, the net amount, the taxable portion and the estimated withholding, the effect on the death benefit and the guarantees, and for a full surrender the end of coverage.
How is withholding handled?
The withholding notice is delivered and the owner elects the default rate, a different rate, or out where permitted, with state rules applied; the election is on the record.
Can the money go to a new bank account?
Yes, with the verification the security rules require for a new payee and a review in the Decision Desk above the threshold.
