Annuity application and suitability

How do we take an annuity application with the suitability questions, the replacement forms and the signatures completed by the right people, and the best-interest record kept before it is written to the annuity admin system?

Run the application and the suitability review as one record the agent and the applicant each complete on their own screens. Callvu prefills what the carrier knows about the applicant, takes the financial profile and the suitability questions in the order the NAIC model requires, classifies whether the sale is a replacement and adds the state's replacement forms, chases the applicant's signatures and the agent's disclosures, routes the suitability decision to the suitability reviewer in the Decision Desk with the comparison the model requires, and writes the approved application to the annuity admin system with the best-interest record attached.

The problem today

The suitability form said the applicant had no need for liquidity; the application said they were seventy-eight and moving to assisted living.

Today, without Callvu

An agent sells an annuity. The application, the suitability questionnaire, the replacement notice and the disclosure forms arrive as a stack of pages, signed on different days, with the financial profile filled in by the agent after the fact. The suitability desk compares a paper questionnaire to a paper application and finds a contradiction weeks after the money moved. The state examiner finds the same contradiction a year later.

The NAIC Suitability in Annuity Transactions Model Regulation, as adopted in most states with the best-interest standard, requires the producer to obtain the consumer's profile information (age, income, assets, liquidity needs, tax status, time horizon, risk tolerance, existing products), to have a reasonable basis that the recommendation addresses the consumer's needs, to disclose the producer's role and compensation, and requires the insurer to maintain a supervision system that reviews each recommendation before issue. Replacement sales add the state's replacement notice, the comparison of the old and new contracts, and the notice to the existing insurer.

The questions, the forms and the signatures belong in one record built in the right order, not a stack of pages.

How it runs

From the requestto the system of record.

A producer begins an annuity sale with an applicant, in person, by phone or through the agency portal. Callvu opens the application record and the suitability profile together.

Applicant and owner
Answers the profile and suitability questions on their own screen, receives the disclosures and the replacement notice, and signs.
Producer
Records the recommendation and its basis, completes the producer disclosures and signs.
Suitability reviewer
Reviews the recommendation against the profile and decides in the Decision Desk.
Callvu
Prefills, classifies the replacement, chases signatures, routes the review and writes the application.
  1. Prefill and profile

The applicant's identity, address, existing contracts with the carrier and any prior profile are prefilled; the consumer profile information the model regulation lists (age, annual income, financial situation and needs, liquidity needs, liquid net worth, financial experience, objectives, time horizon, tax status, risk tolerance, intended use, existing assets and insurance) is taken on the applicant's own screen, and the producer records the recommendation with the product features and the basis for it.

  2. Classify the replacement

The questions on existing life and annuity contracts classify the sale as a replacement or not under the state's replacement regulation; a replacement adds the state's notice regarding replacement, the comparison of the surrender charges, bonuses, benefits and fees of the existing and proposed contracts, and the notice to the existing insurer with the required period.

  3. Chase and verify

The application, the suitability acknowledgment, the producer's disclosure of role and compensation, the buyer's guide receipt, the replacement forms and the free-look disclosure are presented for signature to the right person on their own screen; a missing signature, an unanswered profile question or a profile inconsistent with the application (age, liquidity, income) is chased with the specific item before the file moves.

  4. Decide and write back

The suitability reviewer sees the profile, the recommendation, the product and the replacement comparison side by side in the Decision Desk and decides with the allowed outcomes: approve, return with questions to the producer, or decline the recommendation; the approved application and the best-interest record are written to the annuity admin system as the system of record, with the review date and the reviewer recorded.

Where it ends: The application reaches the annuity admin system only after the profile, the recommendation, the replacement forms and the review are complete and consistent, with the best-interest record attached for the state's examination. The Decision Trace shows the classification and the reviewer's decision; the Audit Trace shows who answered and signed what, and when.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

The producer in person, by phone or in the agency portal; the applicant on their own phone for the profile, the disclosures and the signatures.

The back office

The suitability desk reviews a complete, consistent record instead of reconciling pages; new business issues from the system of record.

The Decision Desk

  • Every recommendation goes to the suitability reviewer in the Decision Desk with the profile, the product and any replacement comparison, and only approve, return with questions, or decline.
