Landlord continuous service agreement

How do we set up a landlord continuous service agreement so service moves to the landlord's name between tenants and the units are flagged in CIS?

Make the agreement a signed election with the units listed. Callvu identifies the landlord (an individual or an entity, verified as the owner or the manager of the premises), prefills the premises and the units from the property records and the existing accounts, presents the agreement under the tariff (the automatic transfer to the landlord's account when a tenant stops service, the landlord's responsibility for the charges in the gap, the notice the landlord receives, the rates and the deposit rules, the term and the cancellation), captures the landlord's election with the units covered and the billing details on a secure screen, and writes the agreement and the unit flags to CIS and the billing system so a tenant's stop order transfers service by rule instead of disconnecting the unit.

The problem today

The tenant stopped service in January, the vacant unit's pipes froze in February, and the landlord learned of both from the plumber.

Today, without Callvu

Between tenants a unit still needs heat, light and a working furnace. Without an agreement the utility disconnects when the tenant stops, the landlord does not know, and the property is damaged or the next tenant arrives to a dark unit. With an agreement kept on paper, the clerk has to remember which units are covered when the stop order comes in, and the transfer is missed as often as not.

The tariff's landlord provisions set the continuous service (or revert-to-owner) agreement: the automatic transfer of service to the landlord's account when a tenant's service ends, the landlord's liability for the usage in the gap, the notice the utility sends, the deposit and credit rules for the landlord's account, and the cancellation. The agreement is an election with a unit list, and the unit flags are what make the transfer automatic.

A unit flagged in CIS is a unit that stays on between tenants.

How it runs

From the requestto the system of record.

A landlord or a property manager requests a continuous service agreement online, by phone or through the property manager portal. Callvu identifies them and opens the agreement.

Landlord or property manager
Verifies ownership or authority, lists the units, accepts the terms and provides the billing details on a secure screen.
Credit desk
Decides deposit and verification exceptions in the Decision Desk.
Callvu
Verifies, prefills, presents the terms, captures the election and writes.
  1. Verify and prefill

The landlord's identity and their ownership or management authority for the premises are verified (the deed or the tax record, the management agreement, the entity's registry where an entity), and the premises and the units with their service points and the current accounts are prefilled from the property records and CIS.

  2. Present and elect

The agreement under the tariff is presented in plain terms: the automatic transfer to the landlord's account when a tenant stops, the landlord's responsibility for the charges until a new tenant starts, the notice sent at each transfer, the rate the landlord's account carries, the deposit rules, the term and the cancellation; the landlord elects the units covered (all or listed) and provides the billing and notice details on a secure screen, and signs.

  3. Decide exceptions

A landlord whose ownership cannot be verified, a landlord's account with a credit history that requires a deposit under the tariff, or a unit with a disputed occupancy goes to the credit desk in the Decision Desk with the record and only the allowed outcomes (accept, accept with a deposit, exclude the unit, or decline with the reason).

  4. Write back

The agreement, the landlord's account, the billing details and the unit flags are written to CIS and the billing system so that a tenant's stop order on a flagged unit transfers service to the landlord's account by rule with the notice, and the landlord receives the confirmation with the covered units; a tenant's start on a flagged unit transfers back the same way.

Where it ends: The landlord signed an agreement with the units listed and the terms understood, verified as the owner or the manager, and CIS holds the flags that make each tenant's stop a transfer rather than a disconnection. The Decision Trace shows the verification, the election and any decision; the Audit Trace shows the signature, the write and each later transfer.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Online, by phone with a link, or the property manager portal; the landlord elects on a secure screen.

The back office

The credit desk decides only exceptions; the transfers run from the flags.

The Decision Desk

  • An unverified ownership, a credit history requiring a deposit or a disputed unit goes to the credit desk in the Decision Desk with the record and only accept, accept with a deposit, exclude the unit, or decline.
