Business rate classification review

How do we review a business's rate classification with the usage and the premise facts checked and the right rate class applied under the tariff?

Decide the class on facts, not on the rate the premise happened to have. When a business asks for a rate review (or the utility's own checks flag a mismatch), Callvu prefills the account (the current class, the twelve months of usage and demand, the meter, the premise and its use on record), takes the request (the business's description of the use, the equipment, the hours, the square footage, the change that prompted the review), chases the facts the tariff's class definitions turn on (a load letter or an equipment list, a floor plan or the use breakdown, the business license or the activity code), classifies the premise against each class's availability rules, routes the decision to the rates desk in the Decision Desk with the comparison of the bill under each eligible class, and writes the class with its effective date and any rebilling the rules allow to CIS and the billing system.

The problem today

The bakery had been on the general service rate for six years; the demand meter would have put it on a cheaper class, and the tariff allowed rebilling for only a year of it.

Today, without Callvu

A business's rate class is set at account opening and rarely revisited. The business grows, adds equipment, changes use; the class stays. Or the class was wrong from the start. The business notices on a consultant's advice, asks for a review, and the answer depends on which representative answers and what the tariff says about rebilling.

The tariff defines each class by availability rules (the customer type, the load or demand thresholds, the voltage, the use) and sets the procedure and the limits for reclassification and rebilling. The facts that decide the class (the demand from the meter, the equipment, the use of the premise) are checkable. The review is a classification against the rules with a comparison the customer can see, decided by the rates desk and recorded.

A class decided on the facts, with the comparison shown, is a class the commission will uphold.

How it runs

From the requestto the system of record.

A business requests a rate review online, through its account manager or on a call, or the utility's usage checks flag a possible mismatch. Callvu opens the review on the account.

Business
Describes the use, provides the facts and documents through a link, and sees the comparison and the decision.
Rates desk
Decides the class and any rebilling in the Decision Desk.
Metering
Supplies the demand data or performs a demand test where the class turns on it.
Callvu
Prefills, takes the request, chases the facts, classifies, routes and writes.
  1. Prefill and take the request

The current class, the twelve months of usage and the demand where metered, the meter and its capabilities, the premise and its recorded use, and the account's history are prefilled; the request captures the business's description of the use, the equipment and its hours, the square footage and the use breakdown, and what changed.

  2. Chase and verify the facts

The facts the tariff's class definitions turn on are requested through a link and checked: a load letter or an equipment list against the demand, a floor plan or a use breakdown for a mixed-use premise, the business license or the activity code for a class limited by activity, a demand test from metering where the account has no demand meter; what is missing is chased with the specifics.

  3. Classify and decide

The premise is classified against each class's availability rules (the customer type, the demand thresholds over the qualifying months, the voltage, the use) and the bill under each eligible class is computed on the account's own usage; the rates desk decides in the Decision Desk with the classification, the facts and the comparison, and only the allowed outcomes (confirm the current class, reclassify from the effective date the tariff sets, reclassify with rebilling for the period the tariff allows, require a demand test or a meter change first, or decline with the reason).

  4. Write back

The class with its effective date, the rebilling or the adjustment where allowed, any meter change order and the facts relied on are written to CIS and the billing system, and the business receives the written decision with the comparison and the tariff basis, with the commission's complaint process named where the business disagrees.

Where it ends: The class was decided on the premise's facts against the tariff's definitions, with the comparison shown and the rebilling applied as the tariff allows, and CIS and the billing system hold the class with the basis. The Decision Trace shows the facts, the classification and the decision; the Audit Trace shows the request, the documents and the write.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Online, the account manager or a call with a link; the business provides the facts on a secure screen.

The back office

The rates desk decides on classified facts with the comparison; billing applies the class and the rebilling from the record.

The Decision Desk

  • The review goes to the rates desk in the Decision Desk with the classification, the facts and the comparison and only confirm, reclassify, reclassify with rebilling, require a demand test or meter change, or decline with the reason.

Questions

What buyers ask next,answered plainly.

What decides the rate class?

The tariff's availability rules for each class: the customer type, the demand over the qualifying period, the voltage and the use, checked against the premise's facts and the meter data.

Can the business be rebilled for past periods?

Only within the period the tariff and the commission's billing error rules allow, applied by rule and stated in the written decision.

What if the account has no demand meter?

The rates desk orders a demand test or a meter change under the tariff's procedure before reclassifying to a demand-based class.
