Property tax bill and disbursement
How do we match every property tax bill to the right loan and clear the exceptions with the borrower or the county before the disbursement deadline?
Match by rule and chase the exceptions as cases. Callvu receives the tax bills (from the tax service vendor's file or the county), matches each to the loan by parcel number, property address and borrower, classifies the exceptions (no match, a parcel split, an amount outside tolerance, a delinquent prior year, a bill for a loan without escrow, a bill after a payoff), chases each with the borrower, the county or the vendor through links and tasks with the disbursement deadline visible, routes the decisions to the tax analyst in the Decision Desk, and writes the disbursement or the resolution to servicing inside the Regulation X timing.

The problem today
The parcel was split after a lot sale, the bill did not match, and the county added a penalty before anyone noticed.
A tax service vendor delivers thousands of bills a cycle. Most match a loan and pay. The rest land in a spreadsheet: a parcel number that changed, a bill double the last one after a reassessment, a borrower who paid it themselves, a loan paid off last month. The spreadsheet is worked when someone has time; the county's penalty date is not on it.
Regulation X requires the servicer to make escrow disbursements on time (before the penalty date where the borrower's payments are current), and treats a failure as an error the borrower can assert. The exceptions are where the money and the penalties are, and each has a different owner: the borrower (a homestead exemption they need to file, a payment they made), the county (a parcel change), the vendor (a mismatch).
The matching is a rule; the exceptions are cases with deadlines.
How it runs
From the requestto the system of record.
A tax bill file arrives from the tax service vendor, or a bill arrives from a county or a borrower. Callvu opens the cycle and matches each bill.
- Borrower
- Resolves exceptions that are theirs (an exemption, a payment made, a parcel change notice) through a link.
- Tax service vendor and county
- Deliver bills and parcel data; resolve mismatches.
- Tax analyst
- Decides exceptions in the Decision Desk.
- Servicing
- Disburses from the matched bill.
- Callvu
- Matches, classifies, chases, routes and writes.
Classify each bill
Each bill is matched to a loan by parcel number, property address and borrower name, and classified: matched within tolerance (pay), amount outside tolerance (a reassessment, a supplemental bill, an exemption lost), no match (a parcel split or renumbering, a new construction parcel), a prior-year delinquency, a bill on a non-escrowed loan, a bill after payoff, or a duplicate.
Chase and verify the exceptions
Each exception becomes a case with the owner and the county's penalty date: the borrower is asked through a link for what only they can provide (an exemption filing, proof of a payment they made, a change notice); the vendor or the county is asked to confirm the parcel or the amount; the responses are read and checked, and the case shows what is outstanding.
Decide
The tax analyst decides exceptions in the Decision Desk with the case and only the allowed outcomes: pay the bill as matched, pay a corrected amount, pay and advance (with the escrow analysis to follow), do not pay with the reason (the borrower paid, the loan is paid off), or hold for the county; a delinquency on a non-escrowed loan starts the policy's protective actions.
Write back
The disbursement or the resolution is written to the servicing system with the bill, the parcel and the decision; the escrow analysis receives the actual amounts; a missed or late disbursement is logged as a servicing error for the error resolution process.
Where it ends: Every bill was matched or resolved before the penalty date, each exception had an owner and a decision, and servicing holds the disbursements with their bills. The Decision Trace shows the classification and the decisions; the Audit Trace shows the chases, the responses and the writes.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
The borrower meets the process only on exceptions that are theirs, through a link, in any channel.
The back office
The tax analyst decides cases with the deadline in view; servicing disburses matched bills by rule.
The Decision Desk
- An exception goes to the tax analyst in the Decision Desk with the case, the parcel data and the penalty date, and only pay, pay corrected, pay and advance, do not pay with reason, or hold for the county.

Questions
What buyers ask next,answered plainly.
How is a bill matched to a loan?
By parcel number, property address and borrower name, by rule with a tolerance on the amount; anything else is an exception case, never paid on a guess.
What happens with a parcel split or a reassessment?
The bill is classified as an exception, the county or the vendor is asked to confirm the parcel or the amount, and the tax analyst decides before the penalty date.
When is the borrower contacted?
Only for what they alone can provide: an exemption filing, proof of a payment they made, or a change notice, through a link.
