Customer complaint intake and response
How do we take a customer complaint from any channel or the state insurance department, classify it, answer it on the regulator's clock, and keep the complaint register the state can examine?
Treat every expression of dissatisfaction as a complaint with a clock. Callvu captures the complaint from any channel (a call, a message, a letter, social media, an agent, a department referral), classifies it by line, function and reason code on the NAIC coding, by the parties and policies involved and by whether a regulator is involved, prefills the policy and claim history, routes it to the right complaint owner with the state's response period, drives the investigation and the written response through the Decision Desk with the required content, and writes the complaint, the response and the disposition to the complaint register the state examines.

The problem today
The complaint register had sixty entries for the year; the market conduct examiner found four hundred in the call notes.
Complaints arrive everywhere: a call to the contact center, a reply to a claims letter, a message to the agent, a post on social media, and the formal ones through the state insurance department. The register captures the ones someone thought to log. The rest are in call notes and inboxes, each answered or not on its own, and the examiner finds them.
State complaint record and response timelines require a carrier to maintain a complaint register with the NAIC's standard data (the complainant, the function, the reason, the disposition, the dates) for the state's retention period, to respond to a department complaint within the state's period (commonly ten to twenty days), and to handle complaints under the unfair trade and claims practices rules; market conduct examinations test the register against the carrier's own records. A complaint the carrier did not log is a finding, whatever the answer was.
The register is only as complete as the intake, and the intake has to be every door.
How it runs
From the requestto the system of record.
A customer expresses dissatisfaction in any channel, or the state insurance department forwards a complaint. Callvu captures it and opens the complaint.
- Customer or complainant
- Describes the complaint once and receives the acknowledgment and the response.
- State insurance department
- Forwards complaints and receives the response within its period.
- Complaint owner
- Investigates and drafts the response; decides in the Decision Desk.
- Compliance
- Reviews regulator responses and owns the register.
- Callvu
- Captures, classifies, prefills, routes on the clock, drives the response and writes to the register.
Capture from any channel
The complaint is captured with the complainant, the policy or claim, the channel, the date received and the complaint in the customer's words, from the contact center screen, a message, a scanned letter, a social media escalation or the department's referral; an agent who hears a complaint logs it from the same screen.
Classify and prefill
The complaint is classified by line of business, function (underwriting, policyholder service, claims, marketing and sales) and reason on the NAIC complaint coding, by severity and by regulator involvement; the policy, the claim and the prior contacts are prefilled; the state's response period is set from the policy's state and the source.
Investigate and decide
The complaint is routed to the owner by function and skill with the clock visible; the owner investigates with the record in front of them and decides in the Decision Desk with only the allowed outcomes: resolve with a remedy, uphold the original decision with the explanation, or escalate; the written response is generated with the required content (the facts, the policy provisions, the decision, the complainant's further rights), and a regulator response is reviewed by compliance before it goes.
Write back to the register
The complaint with its coding, the dates received, acknowledged and responded, the disposition and the response are written to the complaint register; a root cause is tagged for the trend reporting the regulators and the board expect, and the acknowledgment and the response go to the complainant and the department.
Where it ends: Every complaint from every door is in the register with its coding and its dates, answered on the state's clock with the required content, and the trend report comes from the register rather than from memory. The Decision Trace shows the classification, the investigation and the decision; the Audit Trace shows the capture, the acknowledgment, the response and the write with their times.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
Any channel, including the department; the customer describes it once and sees the acknowledgment and the response.
The back office
The owner investigates with the record and the clock; compliance reviews regulator responses; the register fills itself.
The Decision Desk
- Every complaint goes to its owner in the Decision Desk with the record and the clock, and only resolve with a remedy, uphold with explanation, or escalate; a regulator response adds compliance's review before release.
