Credit union membership eligibility and joining

How does a credit union verify field-of-membership eligibility and open the share account in one pass?

Treat eligibility as the first step of the membership application, not a separate check. Callvu asks the prospect which tie to the field of membership they claim, collects the proof that tie requires, verifies it, takes the share deposit, and writes the member and the share account to the core together. Member services sees only the applications the rule could not clear.

The problem today

The prospect is asked three times how they qualify, and the share deposit is taken before anyone checks.

Today, without Callvu

A prospect applies online. The form asks how they qualify and accepts a free-text answer. A member services representative reads it the next day, emails for a pay stub or a utility bill, and keys the member into the core once it arrives. In the branch the same prospect is asked the question again, and sometimes the share deposit is taken on the spot and the eligibility proof is filed later, or not.

A federal credit union's charter defines its field of membership, and the NCUA expects the credit union to verify and record the basis for each member's eligibility at the time of joining, including the share deposit that establishes membership. An eligibility basis recorded as 'employee' with no proof on file is an exam finding, and a member admitted outside the field is a membership the credit union cannot lawfully keep.

Eligibility by family relationship or household, and by association, are where the detail lives: who the qualifying member is, what the relationship is, and whether the association membership was real and prior.

How it runs

From the requestto the system of record.

A prospect applies online, in a branch, or on a call. Callvu identifies the prospect and opens the membership application with the eligibility step first.

Prospect
Chooses the field-of-membership tie they claim, provides the proof it requires, funds the share deposit, and signs.
Member services
Reviews the applications the rule could not clear and sees every new member with the eligibility basis and proof on file.
Callvu
Prefills, asks for the proof the chosen tie requires, verifies it, takes the share deposit, and writes the member and share account to the core.
  1. Prefill and identify

An existing relationship (a joint owner, a family member who is already a member) is prefilled from the core. The prospect's identity is collected and verified under the credit union's CIP policy.

  2. Choose the tie

The prospect picks the basis the charter allows: employer or occupational group, association, community or geographic area, or family or household of a member. Each basis has its own proof list in the credit union's policy, and Callvu shows only that list.

  3. Chase and verify the proof

The proof for the chosen tie (a pay stub or employer letter, an association membership record with its date, a document showing the address inside the community, the qualifying member's name and relationship) is requested with a link and read and checked as it arrives. A family tie is checked against the qualifying member in the core.

  4. Decide

A verified tie proceeds. An unverifiable proof, a qualifying member not found, or a basis the charter does not cover goes to member services in the Decision Desk with only the allowed outcomes: request another proof, accept under a documented basis, or decline.

  5. Share deposit and write back

The share deposit that establishes membership is taken, the membership agreement and disclosures are acknowledged, and the member, the eligibility basis with its proof, and the share account are written to the core together.

Where it ends: The member and the share account are in the core with the eligibility basis and its proof on file. The Decision Trace shows the basis chosen, the proof checked and the rule that cleared it; the Audit Trace shows every step.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Online, in the branch, or on a call. The prospect answers the eligibility question once, and the proof is uploaded on their own phone.

The back office

Member services sees new members with the basis and the proof already on file, and reviews only the applications the rule could not clear.

The Decision Desk

  • An unverifiable proof, a qualifying member not found, or a basis the charter does not cover goes to member services in the Decision Desk with the application and only the allowed outcomes: request another proof, accept under a documented basis, or decline.
  • The reviewer is nudged until they act, and the prospect is told what is needed.

Questions

What buyers ask next,answered plainly.

What if the prospect qualifies through a family member?

They name the qualifying member and the relationship. Callvu matches the member in the core, and the basis is recorded with that match, so the examiner sees who the tie was.

Can the share deposit be taken before eligibility is verified?

No. The share deposit and the account creation run after the basis is verified, or after member services accepts it on a documented basis in the Decision Desk.

Does this work for a state-chartered credit union?

Yes. The proof list per basis is the credit union's own policy, built from its charter, whether federal or state.

What does the examiner see?

For every member, the basis, the proof, who or what cleared it, and the date, in the Audit Trace.
