Smart meter opt-out

How do we take a smart meter opt-out with the tariff's fees shown and accepted, the decision recorded, and manual reads scheduled?

Make the opt-out a disclosed, accepted election on the account. When a customer asks to opt out of a smart meter (before or after installation), Callvu prefills the account, the premise, the meter and the opt-out tariff (the eligibility, the one-time and the monthly fees, the meter that will be installed or retained, the manual read schedule), presents the election with the fees and the consequences in plain terms on a secure screen, captures the customer's acceptance, decides eligibility by rule (a residential account, the tariff's conditions, no outstanding safety or tampering case), routes an exception to the metering desk in the Decision Desk, writes the election, the fees and the meter change to the CIS and billing, schedules the meter work where a smart meter must be removed or a non-communicating meter installed, and sets the manual read schedule.

The problem today

The customer opted out by phone, was never told about the monthly fee, and disputed it on the first bill.

Today, without Callvu

Many commissions require an opt-out from smart meters for customers who want one, with tariffed fees for the manual reading. The request comes by phone; the agent notes it; the fee appears on the bill without the customer having accepted it; the meter is never changed because the work order was not created; the smart meter keeps sending reads the customer did not want sent.

The opt-out tariff is specific: who may opt out, the fees (a one-time charge for the meter change and a monthly charge for the manual read), the meter that will be installed (a non-communicating smart meter or an analog meter where the tariff allows), the read schedule, and the customer's right to opt back in. The election should be disclosed and accepted in writing, and the work and the billing should follow from it.

An opt-out the customer accepted with the fees in front of them is one that survives the first bill.

How it runs

From the requestto the system of record.

A customer requests a smart meter opt-out in any channel, or responds to the exchange notice's opt-out option. Callvu opens the election on the account.

Customer
Reads the tariff's terms and the fees, and accepts the election on a secure screen.
Metering desk
Decides exceptions in the Decision Desk.
Technician
Changes the meter where required through the exchange process.
Callvu
Prefills, presents, captures, decides by rule, routes, writes and schedules.
  1. Prefill and present

The account, the premise, the current meter and the opt-out tariff are prefilled; the election is presented in plain terms: the meter that will be installed or retained, the one-time charge and the monthly charge from the tariff, the manual read schedule and the access the customer must provide, the effect on time-of-use or other programs that need interval data, and the right to opt back in and its terms.

  2. Decide eligibility

Eligibility is decided by rule: a residential account (or the classes the tariff covers), the premise not under a safety, tampering or access case, the program not already elected, and any limits the tariff sets; an exception (a non-residential request, a premise with an open case, a landlord request on a tenant's meter) goes to the metering desk in the Decision Desk with the record and only the allowed outcomes.

  3. Capture the acceptance

The customer accepts the election with the fees and the terms on a secure screen, with the signature and the time captured; a customer who wants to think about it receives the terms in their channel and the election stays open for the tariff's window.

  4. Write back and schedule

The election, the fees and the meter change are written to the CIS, the system of record, and to billing (the one-time charge on the next bill, the monthly charge from the effective date), the meter work is scheduled through the exchange process where a meter must be changed, the manual read schedule is set and the smart meter's remote reads are stopped from the change date, and the customer receives the confirmation.

Where it ends: The customer elected the opt-out with the tariff's fees and consequences accepted in writing, eligibility was decided by rule, and the CIS, billing and the meter work followed from the election with the manual reads scheduled. The Decision Trace shows the eligibility decision and the terms presented; the Audit Trace shows the acceptance, the writes and the scheduling with time.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

Any channel; the customer reads and accepts on a secure screen, sent as a link on a call.

The back office

The metering desk decides only exceptions; billing and the meter work run from the election.

The Decision Desk

  • A non-residential request, a premise with an open safety, tampering or access case, or a landlord request on a tenant's meter goes to the metering desk in the Decision Desk with the record and only the allowed outcomes.
