Final bill collection before agency placement

How do we collect an unpaid final bill with the required notices and a last payment offer before the account goes to an outside collection agency?

Run the final bill as its own sequence with a real last offer. When a closed account's final bill goes unpaid, Callvu classifies the account (the final bill and its basis, the deposit applied, the forwarding address and the contacts on file, any dispute, a bankruptcy or a deceased holder, a transfer of the balance to a new account under the tariff), sends the notices the tariff and the policy require with the amount, the basis and the dispute rights, chases the customer through the channels on file with a secure payment or arrangement link as the last offer, verifies the address and the identity before any placement, routes a dispute, a transfer of the balance, or a placement above the threshold to the credit desk in the Decision Desk, places the account with the agency under the collector rules with the file the agency needs and the dispute history, and writes every notice, offer and the placement to the billing system.

The problem today

The final bill went to the old address, the first the customer heard was the collection agency, and the amount included a deposit that should have been applied.

Today, without Callvu

A final bill is the last transaction on a closed account and the one most likely to be wrong: the deposit not applied, a meter read estimated, the forwarding address never captured, a dispute from the live account forgotten. The unpaid balance goes to an agency on a schedule, the customer learns of it from a collector or a credit report, and the complaint is about the utility's record, which the agency did not have.

The tariff sets the final bill, the deposit application and the transfer of a balance to a new account; the policy sets the notices and the offers before placement; the collector rules govern what the agency may do and what the utility must give it (a validated amount, the dispute history, the right documents); the commission's complaint rules and the credit reporting rules apply after placement. The sequence before placement is the utility's last chance to be right.

An account placed with a verified amount, a verified address and a documented last offer is an account the agency can collect without a complaint.

How it runs

From the requestto the system of record.

A final bill on a closed account passes its due date unpaid. Callvu classifies the account and starts the final bill sequence.

Former customer
Receives the notices and the last offer, pays or arranges on a secure screen, or disputes.
Credit and collections desk
Decides disputes, balance transfers and placements in the Decision Desk.
Collection agency
Receives the placement file and collects under the collector rules.
Callvu
Classifies, sends the notices, chases with the offer, verifies, routes, places and writes.
  1. Classify the account

The final bill and its basis (an actual or estimated final read, the proration, the fees), the deposit and whether it was applied with interest, the forwarding address and the contacts on file, any open dispute from the live account, a bankruptcy notice or a deceased holder, and whether the customer opened a new account the tariff allows the balance to transfer to are read; the sequence is classified with its notices, its holds (a dispute, a bankruptcy, a deceased holder's estate process) and its placement threshold.

  2. Chase and verify with the last offer

The notices the tariff and the policy require are sent with the amount, its basis, the deposit application and the dispute rights; the customer is chased through the channels on file (mail to the forwarding address, email, text where consented) with a secure link to pay in full, to arrange where the policy allows on a final bill, or to dispute with evidence; the address is verified against the forwarding address and the postal reference, and the identity is matched so the right person is placed.

  3. Decide

A balance with no response after the sequence and above the placement threshold proceeds to placement by rule; a dispute (resolved through the dispute process first), a balance transferable to the customer's new account, a deceased holder, a bankruptcy, an amount below the threshold or a hardship indicator goes to the credit and collections desk in the Decision Desk with the record and only the allowed outcomes (place, transfer to the new account, write off, hold for the dispute or the estate, or arrange).

  4. Place and write back

The account is placed with the agency through its channel with the file the collector rules require (the validated amount and its basis, the dates, the notices sent, the dispute history, the last known address and contacts), the placement and the agency are written to the billing system and the CIS with the account's status, a payment that arrives after placement is reconciled with the agency, and a dispute raised with the agency pauses collection under the validation rules.

Where it ends: The final bill was verified, noticed and offered before placement, the customer had a real last chance through the channels on file, and the agency received a file it can collect under the rules, with the billing system holding every step. The Decision Trace shows the classification, the verifications and any decision; the Audit Trace shows each notice, chase, offer and the placement with time.

Runtime enforcement

What is enforcedwhile the work runs.

The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.

The handoff

Between the front doorand the back office.

The front door

The former customer through the channels on file, with a secure link to pay, arrange or dispute.

The back office

The credit desk decides only disputes, transfers and placements; the agency receives a complete file.

The Decision Desk

  • A dispute, a transferable balance, a deceased holder, a bankruptcy, a sub-threshold amount or a hardship indicator goes to the credit and collections desk in the Decision Desk with the record and only place, transfer, write off, hold, or arrange.

Questions

What buyers ask next,answered plainly.

What happens before an account goes to collection?

The final bill is verified with the deposit applied, the notices are sent with the basis and the rights, the customer is chased through the channels on file with a secure link to pay or arrange, and the address and the identity are verified.

What does the agency receive?

The validated amount with its basis, the dates, the notices sent, the dispute history and the last known contacts, so it can meet the collector rules' validation and dispute requirements.

What if the customer disputes after placement?

The agency pauses collection under the validation rules, the dispute returns to the utility's dispute process, and the outcome is reconciled with the agency.
