Sales tax exemption certificate collection
How do we collect a buyer's sales tax exemption certificate, check it for the state and the expiry, and store it before tax is removed from their orders?
Make the certificate a checked document before it changes a single invoice. When a buyer claims exemption (at checkout, on an account, or after an order taxed in error), Callvu identifies the buyer and the delivery states, presents the certificate the state accepts (the state's own form, the multistate certificate where accepted, or a government or nonprofit letter where the state uses one) with the exemption basis to choose, collects the completed certificate through a link (or the data for a certificate the process generates for signature), reads it on arrival and checks it (the right state and form, the buyer's name and identifiers matching the account, the basis consistent with the goods, the signature and the date, the expiry or the renewal period), chases a defective certificate with the specifics, routes an unusual basis or a mixed-use claim to the tax team in the Decision Desk, stores the valid certificate against the account with its expiry, and sets the exemption on the order management system and the billing system for the state so future orders are untaxed and a prior order can be refunded its tax.

The problem today
The auditor sampled forty exempt sales and found certificates for nineteen; the retailer paid the tax on the rest with interest and penalties.
Sales tax exemptions are claimed by email with a photo of a certificate, applied by a customer service agent who removes the tax, and filed in a folder. Years later the state's auditor asks for the certificate behind each exempt sale and finds expired ones, ones for the wrong state, blanket certificates for goods the basis does not cover, and none at all. The seller, not the buyer, pays.
The rules put the burden on the seller: tax must be charged unless a valid exemption certificate is accepted in good faith at or near the time of sale, on the form the delivery state accepts, with the basis, the identifiers, the signature and the date, retained for the audit period and renewed where the state requires it. Each element is a check the process can run on the document, and the exemption should be set on the account only after the checks pass.
A certificate checked before the tax is removed is the audit defense; one collected after is the penalty.
How it runs
From the requestto the system of record.
A buyer claims a sales tax exemption at checkout, on their account, through a sales representative, or on a taxed order. Callvu identifies the buyer and the delivery states and opens the collection.
- Buyer
- Chooses the basis, completes and signs the certificate through a link, and renews it when asked.
- Tax team
- Decides unusual bases and mixed-use claims in the Decision Desk.
- Callvu
- Presents the right form, collects, reads and checks, chases, routes, stores and sets the exemption.
Present the right certificate
The buyer's account and the delivery states are identified; for each state the accepted certificate is presented (the state's form, the Streamlined Sales Tax or Multistate Tax Commission certificate where the state accepts it, or the state's letter for governments and certain nonprofits) with the exemption bases to choose (resale, manufacturing, agriculture, government, nonprofit, direct pay); the account's data prefills the buyer's fields.
Chase and verify
The certificate is completed and signed through the link (or uploaded if the buyer already holds one) and read on arrival; it is checked for the state and the form, the buyer's name, address and identifiers against the account and the state's registration where lookup is available, the basis against the goods the account buys, the required fields, the signature and the date, and the expiry or the state's renewal period; a defective or incomplete certificate is chased with the specific gap, and the tax stays on until it passes.
Decide
A certificate that passes is accepted by rule; an unusual basis for the goods, a blanket certificate on a mixed-use account, a state that does not accept the form presented, or a buyer whose registration cannot be found goes to the tax team in the Decision Desk with the certificate and the account and only the allowed outcomes (accept, accept for specified goods only, request a corrected certificate, or decline and tax).
Store and write back
The valid certificate is stored against the account with the state, the basis, the acceptance date and the expiry, the exemption is set on the order management system, the system of record, and the billing system for the state (and for the specified goods where limited), a prior order taxed in error within the state's refund period is refunded its tax, and the renewal is scheduled before the expiry with the buyer chased.
Where it ends: Tax was removed only after a certificate for the right state passed every check and was stored with its expiry, the exceptions were decided by the tax team, and the renewals are scheduled, so every exempt sale has its certificate for the audit. The Decision Trace shows the form selected, the checks and any decision; the Audit Trace shows the collection, the acceptance and the exemption setting with time.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
Checkout, the account, a sales representative or a taxed order; the buyer completes the certificate through a link.
The back office
The tax team decides only exceptions; the exemption is set and the certificates are ready for the audit.
The Decision Desk
- An unusual basis, a blanket certificate on a mixed-use account, an unaccepted form or an unfound registration goes to the tax team in the Decision Desk with the certificate and only accept, accept for specified goods, request a corrected certificate, or decline and tax.

Questions
What buyers ask next,answered plainly.
Which certificate does the buyer complete?
The one the delivery state accepts: the state's own form, the uniform certificate where the state is a member or accepts it, or the state's letter for governments and certain nonprofits, presented with the basis to choose and prefilled from the account.
What is checked?
The state and the form, the buyer's name and identifiers against the account and the state's registration, the basis against the goods, the required fields, the signature and the date, and the expiry; the tax stays on until the checks pass.
Can a past order be refunded its tax?
Yes, within the state's refund period, once a valid certificate is accepted; the refund is recorded against the order.
