Loan approval routing
How do we route a loan approval to the right approvers by authority limit, with every decision and condition recorded?
Put the approval authority table inside the process. When the credit memo is ready, Callvu classifies the request by amount, exposure and exception type, routes it to the approvers whose authority covers it, in sequence or in parallel as the policy says, up to the loan committee, and records each decision with its conditions in the loan system. Live at Bank Leumi, where loan decisions are more than a week faster because manual approval steps are automated in the workflow.

The problem today
The approval is an email chain, and the condition that mattered is in the third reply.
A relationship manager finishes the credit memo and emails it to the credit analyst, who emails it to the senior lender, who adds a condition in the reply and forwards it to the chief credit officer. The loan committee meets on Thursday. By the time the approval reaches the loan system, the conditions are spread across four emails and one of them has been lost.
Lending authority is the bank's own policy: who may approve what amount, what total exposure, what exception. Regulation O adds a hard rule: an extension of credit to an insider above the threshold needs prior approval by a majority of the board, with the insider abstaining. A chain of emails does not know who is an insider.
The borrower waits through all of it, and for a bank that sells on speed, the week between the memo and the approval is the week the deal goes elsewhere.
How it runs
From the requestto the system of record.
The credit analyst marks the credit memo ready in the loan system, or the relationship manager submits it. Callvu picks up the request with its amount, the total exposure to the borrower and its relationships, and the exceptions the analyst flagged.
- Relationship manager
- Submits the request, answers approvers' questions, and receives the decision and conditions.
- Credit analyst
- Prepares the memo and the exception list; sees the routing and the status.
- Approvers by limit
- Each decides within their authority in the Decision Desk: approve, approve with conditions, send back, or decline.
- Loan committee
- Decides requests above individual authority, with the record of the earlier approvals.
- Callvu
- Classifies, routes by the authority table, enforces sequence and quorum, records each decision and writes the result to the loan system.
Classify the request
Callvu reads the amount, the total exposure to the borrower and related entities, the loan type, the collateral, the risk grade and the policy exceptions flagged in the memo. It checks the borrower and guarantors against the insider list for Regulation O. The classification picks the approval path.
Route by authority
The authority table in the process says who may approve this classification: an individual lender up to their limit, two signatures above it, the chief credit officer for exceptions of a given type, the loan committee above the committee threshold, and the board for an insider loan above the Regulation O threshold. Routing is sequential or parallel as the policy says.
Decide, in the Decision Desk
Each approver sees the memo, the exposure, the exceptions, the earlier decisions and only the allowed outcomes: approve, approve with conditions, send back for more, or decline. Conditions are entered as structured items, not in a comment. An approver cannot act outside their authority.
Chase the chain
An approver who has not acted is nudged by email or text on the policy's schedule. A request that has waited past the limit escalates to the next approver or the committee chair rather than sitting.
Committee and board
A request above the committee threshold goes to the committee with the record of the earlier approvals and the conditions; quorum and vote are recorded. An insider loan above the Regulation O threshold goes to the board with the insider's abstention recorded.
Write back
The approval, each approver, each condition, the dates and any vote are written to the loan system as the approval record, and the conditions become the checklist for closing. The relationship manager and the analyst are notified.
Where it ends: The approval with every approver, decision, condition and date is in the loan system, inside the authority table, and the conditions are ready for closing to check. The Decision Trace shows the classification and the path; the Audit Trace shows every approver and the time of every step.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
The front door is internal: the memo marked ready in the loan system or submitted by the relationship manager. Nothing changes for the analyst; the routing starts from the submission.
The back office
Closing receives an approval with structured conditions it can check, not an email chain to read. The loan system holds the complete approval record from Callvu.
The Decision Desk
- Each approver decides in the Decision Desk with the memo, the exposure, the exceptions, the earlier decisions and only the outcomes their authority allows.
- An approver who has not acted is nudged on the policy's schedule, and the request escalates before the service level slips.
- The committee and the board decide with the record of the chain, and their quorum, vote and abstentions are recorded.

Questions
What buyers ask next,answered plainly.
Can an approver approve above their limit?
No. The Decision Desk offers each approver only the outcomes their authority allows. A request above their limit routes past them.
How are conditions kept?
As structured items entered by the approver, carried with the approval to the loan system and used as the closing checklist. A condition typed in a comment is not a condition.
How is Regulation O handled?
Every request is checked against the bank's insider list. An insider loan above the threshold routes to the board, and the loan cannot close before the vote, with the abstention, is recorded.
What if an approver is away?
The approver is nudged on the policy's schedule, and when the limit passes the request escalates to the next approver or the committee chair. Nothing waits in an inbox.
Does Callvu make the credit decision?
No. People decide, within their authority, in the Decision Desk. Callvu routes, enforces the table and records.
