Net metering enrollment
How do we enroll a customer on the net metering rate after interconnection approval, with the meter and the billing updated so the first bill carries the credits?
Enroll from the permission to operate, not from a separate request. When an interconnection receives permission to operate, Callvu opens the enrollment with the system's data (the size, the export setting, the premise, the account), chases the customer's signature on the net metering agreement and the rate election where the tariff offers options (the legacy net metering, the successor tariff, a time-of-use pairing), checks that the meter is bidirectional and orders the exchange where it is not, applies the tariff's enrollment date rules (the next billing cycle, the true-up period, the credit rollover), and writes the rate, the meter and the enrollment to CIS and the billing system so the first bill after enrollment shows the import, the export and the credits correctly.

The problem today
The system had permission to operate in April; the customer was billed as if it did not exist until August, and the credits for the sunniest months were lost.
Net metering is the part of going solar the customer notices on the bill, and it is the part most often done late: the interconnection team issues permission to operate, the billing team needs a form, the meter needs an exchange nobody ordered, and the rate change waits for a cycle that already passed. The customer sees a bill without credits and calls; the commission's complaint line sees the same.
The tariff's net metering provisions set who may enroll, the rate options and their elections, the meter requirements, the enrollment effective date, the credit calculation, the rollover and the annual true-up, and the agreement the customer signs. The interconnection record has the system data; the enrollment is a chase for a signature and a rate election, a meter check and a billing write on the tariff's date rules.
An enrollment that starts from the permission to operate is a first bill that is right.
How it runs
From the requestto the system of record.
The interconnection process issues permission to operate for a customer's system. Callvu opens the net metering enrollment from it.
- Customer
- Signs the net metering agreement and elects the rate option on a secure screen.
- Installer
- Confirms the system's data where the enrollment needs it.
- Billing and metering
- Confirm the meter and the rate from the record.
- Callvu
- Prefills, chases the signature and the election, checks the meter, applies the date rules and writes.
Prefill from the interconnection
The account, the premise, the system's size, type and export setting, the permission to operate date and the current rate are prefilled; the tariff's eligibility (the size cap, the customer class, the program capacity where limited) is checked by rule.
Chase and verify the agreement and the election
The net metering agreement with the tariff's terms (the credit calculation, the rollover and the true-up, the metering, the term and the transfer rules) and the rate election where the tariff offers options are presented and signed on a secure screen; a missing signature is chased so the enrollment does not miss the next cycle; the signature and the election are checked against the account holder.
Check the meter and the date
The meter is checked for bidirectional capability and the interval data the rate needs; where it is not, the exchange is ordered through the meter exchange process and the enrollment date is set to the exchange; the enrollment effective date is set by the tariff's rule (the next billing cycle after the signed agreement and the meter) and the true-up period is set; an eligibility question, a program cap or a rate conflict (an existing time-of-use or demand response enrollment) goes to the rates desk in the Decision Desk with the record and only the allowed outcomes.
Write back
The rate, the enrollment date, the system's data, the meter and the true-up period are written to CIS and the billing system, the customer receives the confirmation with what the first bill will show, and the first bill is checked for the import, the export and the credits.
Where it ends: The customer was enrolled from the permission to operate with the agreement signed and the rate elected, the meter confirmed or exchanged, the date set by the tariff's rule, and CIS and the billing system producing a first bill with the credits. The Decision Trace shows the eligibility, the election and the date rule; the Audit Trace shows the signature, the meter order and the write with time.
Runtime enforcement
What is enforcedwhile the work runs.
The regulations preloaded in Callvu Studio and the bank's own policies, applied as steps that run, not lines in a binder. A step that breaks a rule does not run, so a completed run was compliant.
The handoff
Between the front doorand the back office.
The front door
The link from the permission to operate; the customer signs and elects on a secure screen.
The back office
Billing and metering act from the record; the rates desk decides only exceptions.
The Decision Desk
- An eligibility question, a program cap or a conflicting rate enrollment goes to the rates desk in the Decision Desk with the record and only enroll, enroll on the alternative rate, waitlist under the cap, or decline with the reason.

Questions
What buyers ask next,answered plainly.
When does net metering start?
On the next billing cycle after the signed agreement and the bidirectional meter, by the tariff's rule, with the enrollment opened from the permission to operate.
What does the customer sign?
The net metering agreement with the credit, rollover, true-up and metering terms, and the rate election where the tariff offers options, on a secure screen.
What if the meter is not bidirectional?
The exchange is ordered through the meter exchange process and the enrollment date follows the exchange; credits are never estimated.
